South Barelas Industrial Park Metropolitan Redevelopment Area Plan (1992).

The purpose of the South Barelas Industrial Park Metropolitan Redevelopment Area Plan is to promote industrial growth, which is environmentally compatible with the adjacent residential uses within the South Barelas Industrial Park, thus eliminating the physical and economic blight that now exists.

Strategies used to accomplish the purpose are as follows:

  1. Expansion of the Industrial Base: This will be done by encouraging the expansion of existing business within the Area and the recruitment of new business.
  2. Development of Vacant Land
    • Disposition of City owned property;
    • Acquisition, assembly and disposition of other vacant land; and
    • Market area in order to attract new development.
  3. Upgrade Industrial Park Image
    • Require developers that use incentives to comply with the Barelas Industrial Development Area Plan and to make a best faith effort to hire residents of the Pocket of Poverty, especially the Barelas Neighborhood.
    • Enforce Barelas Industrial Development Area Plan requirements for those properties subject to them.
    • Code enforcement.
  4. Infrastructure Improvements
    • Improve South Second Street.
    • Encourage Sunport Corridor extension to South Second Street.
    • Develop a railroad spur to service the Area.
