Important Notice

New Requirement: A new requirement has been added for EPC applicants updating the notification process for EPC. Section 14-16-4-1(C)(6)(b) of the City's Comprehensive Zoning Code requires the "applicant to pay for the cost of certified mail notices" to the property owners within the area as well as within 100 feet of the area proposed to be changed (subject of the request). In order to comply with this requirement the City is proposing that the applicant can either: (1) Have the City create the buffer map (100 feet from subject site) to determine the cost of the certified mail based on the number of property owners that require notification plus $1 per letter. This total amount will be charged at the time of submittal; or (2) The applicant can mail the certified letters prior to the submittal and submit the certified receipts with the EPC application package. (note: for the June 29 EPC application deadline, the receipts can be submitted 20 days prior to the hearing of Aug. 10.

A copy of the buffer map and list of property owners must be submitted with the applications no matter which method is selected. If the applicant is requesting that the City prepare the buffer map and list of property owners, the request must be made at least one week prior to the EPC deadline date.

The email must include the address or legal description of the request and the request must be made at least one week prior to the EPC application deadline date. Please note, that If the EPC request is for more than a block, the applicant can chose whether to be charged a fee, which is the cost of first class mail plus $1 per letter, or can submit a sample copy of the letter and post office receipt. The City's Comprehensive Zoning Code defines a "block" as "an area no larger than 10 acres which is bounded by but not crossed by public streets."

Going Paperless

The Planning Department no longer has paper copies of EPC staff reports or notices of decisions available. Instead, staff reports will be available online at on this web page starting on the day of case distribution. Notices of decisions will be available on this web page on the Friday following the EPC hearing.

Note: Paper copies of staff reports or notices of decisions may be purchased for 50 cents per page or $6.75 for a CD copy
