The Out-of-State Lazy Landlords List highlights large residential properties owned by landlords who live outside New Mexico and have repeatedly failed to maintain safe, healthy, and code-compliant housing. These properties have documented patterns of serious violations—including unsafe electrical systems, persistent plumbing leaks, broken heating and cooling systems, mold, rodent activity, and deteriorating living conditions. This report provides a transparent, easy-to-understand summary of each property’s issues so residents can see where chronic problems exist, how the City is responding, and what steps are being taken to protect tenants and neighborhoods.
What is the Out-of-State Lazy Landlords List?
This program is designed to identify and publish properties in Albuquerque owned by out-of-state or absentee entities that meet one or more of the following criteria:
- Three or more open Uniform Housing Code (UHC) violations within a 12-month period.
- Ten or more substantiated 311 complaints within a 12-month period.
- Issuance of a Notice and Order to Vacate or Notice and Order to Repair within the last 24 months.
- Ownership registered outside New Mexico and repeated failure to respond to Notices of Violation or maintain contact with Code Enforcement.
Properties meeting these thresholds will be added to the publicly accessible “Lazy Landlords List” and will remain listed until all violations are fully resolved. The program is about transparency, neighborhood safety, and ensuring investment in housing meets community standards.
Why are we doing this?
Unsafe, poorly maintained rental properties really impact Albuquerque neighborhoods. When absentee or out-of-state owners neglect their properties, the burden often falls on neighbors, tenants, and city resources.
Through this initiative, we are:
- Empowering tenants and communities with information about property ownership and conditions.
- Incentivizing property owners, regardless of location, to maintain compliance with City housing codes.
- Strengthening the City’s ability to enforce timely repairs, accountability, and property standards.
Safe, healthy housing is the foundation of thriving communities, and the City expects all landlords to meet the same standards.
How the list is developed and updated
Properties are evaluated based on Code Enforcement records, 311 data, ownership information, and inspection history.
- Properties that exceed the defined thresholds are flagged by the Code Enforcement Division.
- Out-of-state ownership is confirmed via tax records and property registration data.
- Once verified, the property is added to the publicly posted list.
- Properties remain listed until all open violations are corrected and confirmed through inspection and documentation.
- The list will be updated quarterly and will include status changes (e.g., compliance achieved, going to enforcement/hearing).
Inclusion on the list may trigger elevated inspections, permit restrictions, additional fees, or, in severe cases, receivership or legal action.
