The City of Albuquerque’s Metropolitan Redevelopment Agency (MRA) is seeking qualified developers to transform a vacant, City‑owned lot at 12201 Central Ave NE, in the East Gateway Metropolitan Redevelopment Area. The City will donate the land to support a project that brings needed housing, services, and investment to this high‑priority corridor.

What the City Is Looking For
Projects should:
- Fit MX‑H zoning without needing variances or zone changes
- Add needed housing, retail, or services
- Support transit and walkability
- Improve safety, lighting, and public space
- Contribute to Route 66 corridor revitalization
- Align with the East Gateway Metropolitan Redevelopment Plan
The City will donate the land. No direct financial incentives are included in this RFP, but developers may pursue other programs separately (e.g., Redevelopment Tax Abatement, affordable housing funds).
What Makes a Competitive Proposal
Proposals are evaluated on:
- Alignment with the East Gateway Metropolitan Redevelopment Plan
- Project details and site plan quality
- Community benefits (via the required Community Benefit Matrix)
- Development team experience
- Project schedule
- Financial feasibility and financial fitness
Bonus points are available for projects that exceed the minimum Community Benefit score.
