Albuquerque is a city rich in linguistic and cultural diversity. According to the U.S. Census Bureau, approximately 20% of residents speak a language other than English at home. Additionally, Albuquerque has a large population of individuals who are deaf or hard of hearing. As a sanctuary city, it is also home to many refugees, immigrants, and asylum seekers.

Difficulty understanding and communicating in English presents potential barriers when accessing important programs and services. The Albuquerque Police Department is determined to identify and address those barriers to ensure that everyone: regardless of the language they communicate in can access all programs and services.

To promote language access, APD provides written materials in multiple languages and employs interpretation services to communicate effectively with our diverse community. This initiative aims to remove barriers and ensure that all community members can participate equitably.

What is Language Access?

Language access refers to the ability to receive services and information in a language that individuals understand. It ensures that those with limited or no proficiency in English or with communication barriers can access programs and services fairly and equitably.
Everyone in the United States, regardless of their immigration status, is entitled to language rights according to federal law. (Title VI, Civil Rights Act, 1964, Title II, Americans with Disabilities Act)

What is Interpretation and How Can You Request it?

Interpretation is the process of converting spoken, signed, or tactile communication from one language to another while preserving the original meaning. It enables effective and accurate communication between individuals who speak different languages, which is especially crucial in law enforcement settings.

If you do not speak English or are more comfortable communicating in another language, regardless of your proficiency in English. The first step is to inform an APD officer or staff member of your language preference.

Language identification plays a vital role in this process, as it ensures that the appropriate method of interpretation is used based on the specific circumstances.

Language Access Implementation Committee

In 2023 the Albuquerque police department created its first language access implementation committee composed of volunteers from several different bureaus within APD and a City representative of the Office of Immigrant and Refugee Affairs (OIRA). The committee meets on a monthly basis to discuss identifying issues and find solutions to increase accessibility to services and facilitate communication between the public and APD when there is a communication barrier present.
