Information on Request for Proposals (RFP) #01-2026 Redevelopment Services

The City’s Metropolitan Redevelopment Agency (MRA) is requesting proposals from qualified consultants to provide on-call redevelopment services.

This Request for Proposals (RFP) will establish a pool of consultants that the MRA may use over a three-year period to support redevelopment projects and programs within designated Metropolitan Redevelopment Areas and Tax Increment Financing (TIF) Districts. MRA is seeking applicants with demonstrated experience in one or more of the following service areas:

  • Tax Increment Financing (TIF) consulting
    • Services may include: program design, policy support, revenue projections, and financial analysis
  • Economic and planning analysis
    • Services may include: Metropolitan Redevelopment Area studies, TIF boundary studies, market analyses, and blight analyses
  • Placemaking, planning, and design services
    • Services may include: planning and design for public projects such as trails, streets, public spaces, and redevelopment of publicly owned properties
  • Housing program development
    • Services may include: analysis of housing development best practices, policy tools, and financial instruments
  • Place management services
    • Services may include: community engagement, meeting facilitation, and operational plan advisement for place management organizations 
  • Site readiness services
    • Services may include: environmental assessments, platting, and development review support
  • Legal services related to redevelopment
    • Services may include: property acquisition, title searches, and development agreements

Offerors may submit proposals for one or more areas of expertise. Only apply under areas where relevant experience can be clearly demonstrated. Proposals submitted under multiple areas will be evaluated based on overall relevance and qualifications.

All questions regarding RFP #01-2026 must be submitted by email to the point of contact listed below by March 19, 2026 at 4:00 p.m. Questions submitted by any other method, including phone or in person, will not be accepted.

Responses will be issued in writing and posted to this webpage as formal addenda. All questions and responses will be shared publicly and will not identify the submitting party.

Offerors are responsible for reviewing this webpage for posted addenda and for acknowledging receipt of all addenda in their proposal submission, as required by the RFP.

Formal Inquiries

Inquiry Response #1 - Posted 3.11.26

Question: The RFP states that the City intends to award contracts to one or multiple vendors for each capability area, and that Offerors may elect to provide evidence of experience in one or multiple areas. Could you please confirm if an Offeror is permitted to submit a proposal for a single service area, or a specific group of service areas, rather than being required to provide a proposal for all seven categories listed in the Scope of Services?

Response: An Offeror should only respond to the capability area(s) for which it has demonstrable expertise. There is no advantage to attempting to respond to all capability areas. The MRA is seeking qualified vendors in each capability area and intends to select a range of vendors to ensure that competency in all capability areas is satisfied.

Question: The fillable fields in Appendix A do not expand and text gets cut off – is it acceptable to re-create the form in our proposal?

Response: Yes, if you require additional space, it is acceptable to recreate the form.

Question: Can you please clarify that the Cost Proposal (section e) and the “Rate sheets” listed in the Attachments (iv in section f) are one and the same? If yes, should it go in section e or with the attachments?

Response: Please use the form provided in Appendix B for the Cost Proposal section. You may include additional information as attachments if details beyond the basic staffing plan and rates are appropriate and/or required for your proposal.

Question: Does the full team must be listed in the RFP response or only the major players? For example when submitting for “C. Placemaking, planning and design services” do we need to list a full team for design services like a lighting consultant, structural, cost estimator, and/or MEP or just key players like architect, landscape architect, civil engineer? When exact projects are negotiated – can the team include consultants not listed in the RFP response?

Response: Please include the team members most likely to provide the indicated support. However, MRA recognizes that the composition of the team may evolve over time and with different projects. If subcontractors are known and are important to making the case for adequate experience, you are welcome to include them in your response. However, it is allowable to add subcontractors in the future that are not included in the RFP response.

Question: Can you provide more information about design services under “C. Placemaking, planning and design services”? What consultants are expected to be needed?

Response: Current examples of projects in this category where additional services may be needed are The Rail Trail, Downtown wayfinding and placemaking, streetscape improvements across multiple MR Areas (lighting, signage, art, landscaping, etc.). Because this is a three-year RFP, new projects are likely to arise. As such, MRA expects to select a range of consultants with varying expertise to meet the wide-ranging needs that might come up.

Question: Page 3 of RFP lists seven bullet points for redevelopment services but page 11 lists only six areas of expertise (A through F) – can you please clarify?

Response: The focus areas are:

  • Tax Increment Financing Consulting
  • Economic Planning Analysis
  • Placemaking Planning and Design Services
  • Housing Program Development
  • Place Management Services
  • Site Readiness Services
  • Legal Services

These are broad focus areas and MRA recognizes that there may be overlap in expertise across some of them. Please do your best to respond to the categories that are the best fit and only in the areas of expertise where you feel your firm has a strong history.

Question: Is there an estimated budget for this work over the course of the contract?

Response: No, there is no estimated budget as of this time. Budgets will be determined based on specific project needs and funds availability over the course of the next three years. Department budgets are assessed on an annual basis and are subject to Council approval.

Question: (TIF Programs) Which does the MRA anticipate as needing more focus over the next three years: foundational policy/design efforts (e.g., revising the Downtown and West Central TIF District frameworks) or project-specific underwriting concerns related to developer proposals?

Answer: Both. MRA is at the beginning of designing two TIF programs at the moment. Within the next three years we will also start launching programs and taking applications in both of these districts. At that point, we will also require financial review services.

Question: For TIF revenue projections and project analyses, does the MRA foresee the need to prepare initial financial plans to assess revenue feasibility, along with scenario-based revenue projections to support potential future bond issuance and underwriting?

Answer: Potentially. While neither TIF is in a position to bond at the moment, within the next three years this may be a possibility. For instance, the MRA will be required by state law to bond for the state increment of gross receipts tax revenue. However, the state has not committed to participate yet. At this early stage, when baseline data is still being determined, it is unclear whether bonding is a desirable or feasible option in either of the declared TIF districts.

Question: Are commercial and housing market studies expected to concentrate more on redevelopment feasibility for specific projects or on citywide economic trends to guide future decisions?

Answer: Neither. MRA’s work focuses on our 19 designated areas, which are all within Albuquerque city limits. In support of new MR Area Plans, updates of existing plans, and TIF Action Plans, the MRA may call on its pool of contractors to support studies on the commercial and housing needs in a given MR Area. Individual developers may undergo their own analysis of project feasibility as part of development and design.

Question: Are the “blight and slum conditions analyses” intended to support evaluation and documentation within existing Metropolitan Redevelopment Areas or to provide analytical support for considering new or amended redevelopment area designations?

Answer: Both. MRA is required to substantiate designating areas by reviewing blight and slum conditions. The definitions of both are laid out in state statute.

Question: (Housing Programs) Similar to our question regarding TIF consulting services, does the MRA anticipate needing more focus on policy-level recommendations and program design or on project- and transaction-specific advice?

Answer: For housing, anticipated needs will be more on the policy and programs level. However, MRA is anticipating needing financial review services to ensure that incentives are awarded to projects that truly have a financial need.

Question: Would the selected consultant take on a primary role in structuring housing-related financing proposals or would the consultant support in-house finance staff in evaluating such proposals?

Answer: If the MRA moves forward with housing-specific programs, the consultant could potentially both advise on designing and structuring housing incentive programs, and evaluate proposals from developers.

Question: Are there specific housing program initiatives, such as affordable housing set-asides tied to TIF districts or dedicated housing funds, already in development that would generate near-term assignments under this scope?

Answer: MRA does not currently offer any housing-specific incentives nor does it have dedicated housing funds. It does, however, on occasion work with the Department of Health, Housing and Homelessness (HHH) on joint affordable housing projects, as HHH does receive housing funds. 

Inquiry Response #15 - Posted 3.19.26

Question: The RFP states that offerors applying under multiple areas of expertise "will be scored based on the overall relevance and fit of their experience" and advises applying only where there is strong alignment. Could the MRA clarify how this scoring works in practice, specifically, whether applying under additional areas where a firm has strong but not primary expertise could meaningfully dilute the firm's overall score or whether each area is evaluated independently with the multi-area statement intended primarily as a general caution against overreach?

Answer: The multi-area statement is intended only as a general caution against overreach and an encouragement to keep proposals focused on areas of strength. Applicants are required to submit examples of projects in each area of expertise. The relevance and quality of this past work history will be reviewed. There are no bonus points for applying under multiple areas. However, applicants will not be penalized for including mention of peripheral areas of experience.
