New Proposal Process Prioritizes Redevelopment of Small Properties

“Easy RFP” due July 23 to bring new life to vacant City-owned sites across Albuquerque

ALBUQUERQUE - The City of Albuquerque’s Metropolitan Redevelopment Agency (MRA) is inviting developers, contractors, and other qualified individuals to respond to an improved and simplified Request for Proposals (RFP #03-2025) for the redevelopment of several small properties across the city.
The streamlined RFP process is designed to make it easier for a wider range of respondents—including small developers and community builders—to propose creative, zoning-compliant uses for underutilized City-owned sites. Proposals may include housing, commercial uses, or a mix of both, depending on what is allowed by zoning regulations for each property.
"This initiative is one more way we’re tackling the housing shortage head-on,” said Mayor Tim Keller. “By making it easier to redevelop small properties, we’re supporting neighborhood revitalization and increasing access to housing options.”
“This simplified RFP reflects our commitment to lowering barriers for redevelopment,” said Terry Brunner, Director of the Metropolitan Redevelopment Agency. “We want to get these properties off the City’s books and into development in a way that expands the range of options to meet our city’s growing needs."
Key Project Goals:
  • Put unused City properties back into productive use
  • Create more affordable and diverse housing options
  • Encourage small-scale and community-oriented development
  • Support the goals of existing Metropolitan Redevelopment Area plans
Proposals may include affordable, market-rate, or mixed-income housing and can be for rental or for-sale units. There are no income restrictions, allowing flexibility to meet different community needs.

    Wednesday, July 16, 2025 at 5 p.m. (MST)
