RFP #01-2026 Redevelopment Services

The City’s Metropolitan Redevelopment Agency (MRA) is requesting proposals from qualified consultants to provide on-call redevelopment services.

This Request for Proposals (RFP) will establish a pool of consultants that the MRA may use over a three-year period to support redevelopment projects and programs within designated Metropolitan Redevelopment Areas and Tax Increment Financing (TIF) Districts. MRA is seeking applicants with demonstrated experience in one or more of the following service areas:

• Tax Increment Financing (TIF) consulting
  • Services may include: program design, policy support, revenue projections, and financial analysis
• Economic and planning analysis
  • Services may include: Metropolitan Redevelopment Area studies, TIF boundary studies, market analyses, and blight analyses
• Placemaking, planning, and design services
  • Services may include: planning and design for public projects such as trails, streets, public spaces, and redevelopment of publicly owned properties
• Housing program development
  • Services may include: analysis of housing development best practices, policy tools, and financial instruments
• Place management services
  • Services may include: community engagement, meeting facilitation, and operational plan advisement for place management organizations 
• Site readiness services
  • Services may include: environmental assessments, platting, and development review support
• Legal services related to redevelopment
  • Services may include: property acquisition, title searches, and development agreements

Offerors may submit proposals for one or more areas of expertise. Only apply under areas where relevant experience can be clearly demonstrated. Proposals submitted under multiple areas will be evaluated based on overall relevance and qualifications.

• Deadline for Questions: March 19, 2026 at 4:00 p.m. 
• Proposal Due Date: April 3, 2026 at 4:00 p.m.

Late submissions will not be accepted.

All questions regarding RFP #01-2026 must be submitted by email to the point of contact listed below by March 19, 2026 at 4:00 p.m. Questions submitted by any other method, including phone or in person, will not be accepted.

Responses will be issued in writing and posted to this webpage as formal addenda. All questions and responses will be shared publicly and will not identify the submitting party.

Offerors are responsible for reviewing this webpage for posted addenda and for acknowledging receipt of all addenda in their proposal submission, as required by the RFP.
