Application Process
How to Apply
Application Window: September 4, 2025 - November 10, 2025
Step 1: Submit Online Application
Include required documentation:
- Completed application
- City-modified W-9
- Proof of ownership (or lease with notarized letter of permission)
- Official cost estimate (labor, materials, design, etc.)
- Images of proposed improvements
- Vendor-verified project timeline
Step 2: Assessment
- RTCC reviews proposed security camera plan
- Committee scores applications and recommends funding
Step 3: Award Notification
- Applicants receive a Notice of Award (NOA)
- If accepted, applicant submits final vendor quote
Step 4: Agreement Review & Signing
- MRA provides draft Redevelopment Agreement via DocuSign
- Contract signed by both applicant and MRA
- Purchase Order (PO) issued
Step 5: Disbursement & Project Implementation
- 60% of funds released after vendor contract proof
- Applicant installs improvements and provides updates
- Remaining 40% released after project completion, receipts, and photos
How Applications Are Scored
Applications are evaluated by a review committee after the application period closes. Criteria include:
- A gross-receipt-generating business operates on the property
- Number of police or emergency reports filed at the property
- Public safety impact (“eyes on the street” and RTCC connectivity)
- Suitability of proposed camera locations and coverage
- Community benefit (projects serving high-risk neighborhoods and/or supporting BIPOC- or women-owned businesses)
- Demonstrated need (circumstances showing why grant funding is necessary to complete the project)
