Keep Pets Safe by Keeping Them Leashed

City remindspet owners to secure their animals for everyone’s sake

The City asks pet owners to help protect animals, people and community spaces by always leashing their pets.

Every year City of Albuquerque Animal Welfare Department (AWD) officers respond to calls involving pets that have become lost, injured, struck by vehicles, or involved in conflicts with people or other animals. Many of these incidents can be prevented by keeping pets properly leashed when outside their homes.

Under Albuquerque's HEART Ordinance, pet owners are responsible for ensuring their animals do not run at large and remain under the control of a responsible person when off their property. These rules are meant to protect pets, the public, and wildlife while promoting responsible pet ownership citywide.

“Most people believe their pet would never run away or get into trouble, but an unexpected noise, another animal, or other distraction can cause any pet to bolt,” said AWD Director Carolyn Ortega. “Leashing is one of the easiest ways to protect your pet and make sure they get home safely every day.”

Loose pets face numerous dangers including traffic, extreme weather, wildlife encounters, and becoming separated from their owners. Off-leash pets may also frighten or injure people or other animals, even when their intentions are friendly.

Tips for Pet Owners:

  • Always use a secure leash when walking your dog outside your home or yard.
  • Use collars and harnesses that fit properly and are in good condition.
  • Keep current identification tags on pets.
  • Microchip pets and keep registration information up to date.
  • Supervise pets at all times when outdoors.

The HEART Ordinance emphasizes responsible pet ownership as a shared community duty. By keeping pets leashed and under control, residents can help prevent injuries and lost pets, making Albuquerque's neighborhoods safer for everyone.
