How to use PHBs and RRFBs
The City of Albuquerque uses Pedestrian Hybrid Beacons (PHBs – also known as HAWK Signals) and Rectangular Rapid Flashing Beacons (RRFBs) to help people cross busy streets more safely.
PHBs are pedestrian-activated signals that stop traffic when someone needs to cross. When activated, the signal operates similarly to a traffic light and requires drivers to stop, creating a safer crossing environment than a standard marked crosswalk.
RRFBs are pedestrian-activated flashing lights installed next to crosswalk signs. When someone pushes the button to cross, the bright flashing lights alert drivers that someone is waiting or crossing, encouraging drivers to slow down and yield.
These treatments are installed at locations where additional visibility and driver awareness can help improve pedestrian safety. The City evaluates potential locations using established engineering guidance, including the Bicycle and Trail Crossings Guide, to determine when these tools are appropriate.

Vulnerable Road Users See and Do This
- No Light = Push button to cross.
- Solid red hand = Wait (drivers being warned).
- Solid red hand = Continue to wait (drivers preparing to stop).
- White figure walking = Start crossing. Always watch for cars.
- Flashing red hand and countdown = Finish crossing.
Drivers See and Do This
- No Light = Proceed with caution.
- Flashing Yellow = Slow down (a person has activated the push button).
- Solid Yellow = Prepare to stop.
- Solid Red = Stop! A vulnerable road user is crossing the street.
- Flashing Red = Stop! Then, proceed with caution if no vulnerable road users are present.
Using Rectangular Rapid Flashing Beacons (RRFBs)

Vulnerable Road Users Guide for Using RRFBs
- RRFB Inactive. Approach to cross safely.
- Push Button to Activate. The RRFB’s lights will start flashing, signaling cars to stop.
- Wait. Make eye contact with drivers and wait for traffic to fully stop before stepping into the street.
- RRFB Flashing = Start Crossing. Stay alert and always watch for cars.
Drivers Guide for Using RRFBs
- RRFB Inactive = Proceed with caution. Always look for people who plan to cross.
- Yield. Even if the RRFB lights are not flashing, always yield to vulnerable road users.
- RRFB Flashing = Stop. Stop before crosswalk bars. Never stop inside or block a crosswalk.
- No Switching Lanes. Never pass another vehicle that ahs stopped or is slowing down at a crosswalk.
- Wait. The crosswalk should be totally clear before resuming driving.
