Notice Of Fourth Substantial Amendment To The City Of Albuquerque 2020 Annual Action Plan

Notice is hereby given that the City of Albuquerque, New Mexico proposes to amend its 2020 Annual Action Plan, the third year of the 2018- 2022 Consolidated Plan. This is the Fourth Substantial Amendment to the 2020 Action Plan. The Fourth Substantial Amendment to the 2020 Action Plan proposes to allow the City of Albuquerque, Department of Family and Community Services (FCS), to remove three components that did not come to fruition and reallocate the funding to another component of the Emergency Solutions Grant - Corona Virus (ESG-CV).

The three components to be removed are: Street Outreach in the amount of $1,672,040, Rapid Re-Housing (RRH) in the amount of $500,000, and Homeless Management Information System (HMIS) in the amount of $249,226. The ESG-CV funds that are unutilized will be reallocated to the Emergency Shelter component for a total ESG-CV funding of $7,223,462.

In response to the COVID-19 coronavirus outbreak in New Mexico and Social Distancing requirements, City of Albuquerque staff has limited hours to serve the public. Therefore, a copy of the 2020 Annual Action Plan, as well as the 2018-2022 Consolidated Plan, will not be available for public review at the office of the Department of Family and Community Services, as typically provided.  However, all documents are available anytime on the City of Albuquerque website at: http://www.cabq.gov/family/documents/publications. Copies in alternate formats (Braille, large print, etc.) and in Spanish translation may be provided upon request.All residents, property owners, persons with disabilities, immigrants, seniors, low-income, children and youth, homeless persons, and other stakeholders of the City of Albuquerque are encouraged to review the notice. Summary:

The City of Albuquerque’s 2020 Annual Action Plan, the third year of the 2018-2022 Consolidated Plan, requires that this proposed change to the Plan undergo a substantial amendment process. This Fourth Substantial Amendment that allows the City of Albuquerque, Department of Family and Community Services (FCS), to utilize Emergency Solutions Grant - Corona Virus (ESG-CV) must include a public notice. 

Fiscal Impact:

In response to the Coronavirus Pandemic (COVID-19) HUD has notified the City of Albuquerque that it will receive an allocation of $8,023,462 in ESG-CV funds to be used to prevent, prepare for, and respond to the Coronavirus (COVID-19).  The proposed change to the Annual Action Plan through this amendment allocates these funds.

Background:

The City of Albuquerque is a HUD “entitlement” community.  The funds are allocated from HUD directly to the City of Albuquerque and do not pass through the state government.
