How do I nominate a new driver?
Anyone can pay the citation or complete the community service on behalf of the vehicle owner without nominating a new driver--all registered owners are equally responsible. If ownership of the vehicle has changed or if someone beyond the registered owners needs to be issued the citation instead, you may submit an Owner’s Affidavit to nominate a driver so that an Automated Speed Enforcement System Fine Notice will be reissued to the driver. The Owner’s Affidavit must be notarized. Please note that vehicle owners have 30 days from the citation issuance date to submit the notarized owner’s affidavit.
Owner’s Affidavit Form for ASE Citations beginning with “ABQ.”
Only the registered owner who receives the initial ASE System Fine Notice may submit an owner’s affidavit nominating another person. A nominee may not nominate another person as the driver. No further nomination is allowed.
Please allow 3-4 weeks for the Owner's Affidavit to be processed and for the ASE System Fine Notice to be reissued to the nominated driver. Our vendor will make every effort to process the affidavits as fast as possible. The ASE System Fine Notice date on the reissued notice will replace the original issuance date, which provides the timeframe to request community service, hearings, or to pay the citation in good standing. Please ignore reminder notices if they are sent out before the new ASE System Fine Notice is reissued. The original owner will also receive a letter notifying them when their transfer of liability is granted or denied.
Can I complete community service instead of paying the fine?
The Automated Speed Enforcement Ordinance allows ASE system fines to be resolved with four (4) hours of community service. To be eligible, you must:
You must state your intent to complete community service within 30 days from the date of issuance of the first ASE System Fine Notice. After 30 days, you will no longer be eligible to request community service. Please be advised that you must complete all 4 hours of community service within 90 days of issuance of the ASE System Fine Notice to have the citation considered as paid in full. Hours served must be performed with and verified by eligible service sites through the City’s ASE community service platform.
How do I sign up for community service?
For ASE Citations beginning with “ABQ:”
You must first acknowledge that you will sign up for Community Service at usview.cite-web.com within 30 days from the date of issuance of the ASE System Fine Notice. Once you have done that, click the link that will take you to the City’s Automated Speed Enforcement Community Service website, where you can sign up for community service and log your hours.
Completing Your Community Service
To register an account and view the community service options, visit our community service platform. All hours must be logged to the platform with the violation number you would like the hours applied to. Hours must be performed within 90 days of the date of issuance on the first ASE System Fine Notice to count.
Can I request a hearing to contest the violation?

To challenge this infraction, you may request a hearing within 30 days of the date on the first ASE System Fine Notice, or you lose the right to appeal. The Hearing Request form may be obtained on usview.cite-web.com.
Appeal Requests In-Person, by Mail, or by Email
Mailing and email Instructions for the Hearing Request Form are included on the Appeal Request Form. If the infraction is not dismissed after your hearing, you must pay your fine. You have the right to appeal the hearing officer's decision.
At your hearing, the rules of evidence, the New Mexico Rules of Civil Procedure, and the Albuquerque Independent Office of Hearings Ordinance will apply.
Who conducts an Automated Speed Enforcement hearing?
The City Clerk’s Office will administer Automated Speed Enforcement hearings. The hearing officers are appointed by the presiding judge of the civil division of the district court, and the hearings will adhere to the Independent Hearing Office (IHO) Rules and Ordinance.
How do I determine the status of my citation?
Please be aware that there are two different instructions to follow depending on the first digits of your citation number.
Instructions for ASE Citations beginning with “102400000:”
To check the status of your citation—whether it has been fully paid, involves community service, or is awaiting a hearing—please visit zerofatality.com. To log in, enter your plate number and password from your citation. Upon logging in, your citation status will be prominently shown at the top center of the screen for your convenience. If your citation has gone to collections, it will no longer be visible on the vendor site and you must contact the collections agency. See Payment FAQs.
