DETERMINATION THAT THE 2021 REGIONAL MILESTONE HAS BEEN MET UNDER THE SULFUR DIOXIDE MILESTONES AND BACKSTOP TRADING PROGRAM AS REQUIRED BY THE REGIONAL HAZE STATE IMPLEMENTATION PLAN
The City of Albuquerque Environmental Health Department (“EHD”) has made a determination, which is required by the Section 309 Regional Haze State Implementation Plan Element: Albuquerque-Bernalillo County, New Mexico (“Regional Haze SIP”), Chapter IV, Section C, Part A3.10, and is providing notice to the public in accordance with the Regional Haze SIP, Chapter IV, Section C, Part A3.11. EHD made the determination in cooperation with the Western Regional Air Partnership (“WRAP”) and air quality management agencies of the states of New Mexico, Utah, and Wyoming (“Participating States”), as follows:
EHD, WRAP, and the Participating States compiled the 2021 sulfur dioxide emissions of sources subject to the Sulfur Dioxide Milestones and Backstop Trading Program (“SO2 Milestones Program”), adjusted the emissions, and compared them to the annual regional milestone in accordance with the provisions of the Regional Haze SIPs for Albuquerque-Bernalillo County and the Participating States. Details are provided in the 2021 Regional Sulfur Dioxide Emissions and Milestone Report (“2021 Milestone Report”), which is available for download at https://www.cabq.gov/airquality/regulation-development/final-2021-regional-so2-emissions-and-milestone-report.pdf.
On May 10, 2023, the Albuquerque-Bernalillo County Air Quality Control Board approved the 2021 Milestone Report in accordance with the Regional Haze SIP, Chapter IV, Section C, Part A3.10.
Based on the 2021 Milestone Report, the 2021 adjusted sulfur dioxide emissions in Albuquerque-Bernalillo County and the Participating States from sources subject to the SO2 Milestones Program totaled 60,011 tons (reported emissions were 50,730 tons) versus an annual regional milestone of 141,849 tons. Therefore, the annual regional milestone has been met and the Western Emissions Backstop Trading Program provided for in the Regional Haze SIP has not been triggered.

DETERMINACIÓN DE QUE SE CUMPLIÓ EL HITO REGIONAL DE 2021 SEGÚN LOS HITOS DEL DIÓXIDO DE AZUFRE Y EL PROGRAMA DE INTERCAMBIO DE RESPALDO, COMO SE EXIGE EN EL PLAN DE APLICACIÓN DEL ESTADO DE NIEBLA REGIONAL
El Departamento de Salud Ambiental (“EHD”, por sus siglas en inglés) de la ciudad de Albuquerque tomó una determinación, que la exige la sección 309 del Elemento del Plan de Aplicación del Estado (SIP, por sus siglas en inglés) de Niebla Regional: condado de Albuquerque-Bernalillo, Nuevo México (“SIP de Niebla Regional”), capítulo IV, sección C, parte A3.10 y da un aviso al público según el SIP de Niebla Regional, capítulo IV, sección C, parte A3.11. El EHD tomó la determinación en cooperación con la Asociación Regional del Aire del Oeste (WRAP, por sus siglas en inglés) y los organismos de gestión de la calidad del aire de los estados de Nuevo México, Utah y Wyoming (“estados participantes”), de la siguiente manera:
El EHD, WRAP y los estados participantes compilaron las emisiones de dióxido de azufre de 2021 procedentes de fuentes sujetas al Programa de Hitos de Dióxido de Azufre e Intercambio de Respaldo (“Programa de Hitos de SO2 ”), ajustaron las emisiones y las compararon con el hito regional anual de conformidad con las disposiciones del SIP de Niebla Regional para el condado de Albuquerque-Bernalillo y los estados participantes. El 10 de mayo de 2023, el Consejo de Control de Calidad del Aire del Condado de Albuquerque-Bernalillo aprobó el Informe de hitos de 2021 según el SIP de Niebla Regional, capítulo IV, sección C, parte A3.10.
Según el Informe de hitos de 2021, las emisiones ajustadas de dióxido de azufre de 2021 en el condado de Albuquerque-Bernalillo y los estados participantes procedentes de fuentes sujetas al Programa de Hitos de SO2 ascendieron a 60,011 toneladas (las emisiones informadas fueron de 50,730 toneladas) en comparación con un hito regional anual de 141,849 toneladas.
