About GAATC and GARTC Task Force

The Greater Albuquerque Active Transportation Committee (GAATC), established by § 2-6-15, advises the City on the needs of people who walk, bike, use mobility devices, use other people-powered transportation options, and use public transit ("active transportation users") in our community.

The Greater Albuquerque Recreational Trails Committee (GARTC), established by § 2-6-17, supports, encourages, and advises local, state, and federal agencies to set priorities to optimize the use of appropriated funding to develop new trails while maintaining and renovating older trail networks throughout the greater Albuquerque Metropolitan region. The committee reviews plans and projects that will impact trails, providing comments from the users' point of view; encourages governmental entities to acquire and utilize right-of-way; and helps to update and fulfill the objectives of the Bikeway and Trail Facilities Plan.

Task Force Duties and Responsibilities:  The Task Force shall review the governing documents of both the GAATC and GARTC. This review shall consist of a thorough analysis of membership, responsibilities, legal authorities, effectiveness, and structure. The Task Force shall prepare a report and recommendation to the administration and City Council outlining whether GAATC and GARTC should merge or not merge. The report shall be due no later than four (4) months after the Task Force's Initial meeting as required by § 2-6-22-4. The Task Force shall be dissolved upon completion and submission of the required report.

Membership: The Task Force shall consist of seven voting members who are representative of the GAATC and the GARTC equally. Task Force membership shall be decided as follows:

  • Three members shall be appointed to the task force by and of the membership of the GAATC.
  • Three members shall be appointed to the task force by and of the membership of the GARTC.
  • The seventh member of the task force shall be appointed and approved by the six members of the task force as appointed by the two boards. The seventh member shall serve as the chairperson of the task force and does not have to be a sitting member of either board.

Meeting Information

Location: Meetings are held via Zoom. Meeting information, including a link to access the meeting, will be included in the agenda, which is posted at least 72 hours before each meeting. Committee meetings are open to the public and held from 4 to 5 pm.
