In 2023, The Keller Administration and the City of Albuquerque's Metropolitan Redevelopment Agency (MRA) took significant strides toward transforming what families can expect from our urban core. From increased safety with APD's TEAM program and dozens of free, family-friendly Burque Live cultural events, to 24/7 responses from ACS to investments in housing and the Rail Trail, visitors and locals alike had more options for fun, safe, and engaging ways to enjoy downtown. This year, we are building on these improvements and reaching out even further into the community as we continue to move Downtown Forward.
Tax Increment Financing (TIF)
2025 legislation allows TIF districts to be created across entire Metropolitan Redevelopment Areas with approved plans, including gross receipts tax (GRT) revenue, in addition to property tax. This change significantly increases potential TIF revenue, enabling larger-scale redevelopment projects.
MRA is collaborating with local business leaders to reconstitute a Downtown BID. City staff is actively fostering collaboration among key stakeholders to contribute to the successful creation of this downtown coordination initiative.

The updated plan outlines a long-term vision to guide growth, transportation, and investment in Downtown Albuquerque—focusing on walkability, vibrant corridors, and preserving cultural and historic character.
