About the Council

The Homeless Coordinating Council (HCC) is a collaborative body made up of members from the City of Albuquerque, the County of Bernalillo, the Veterans Affairs (VA) and the Board of Regents of the University of New Mexico. As reflected in the Memorandum of Understanding (MOU), the HCC’s work will be guided by creative problem solving, respectful collaboration, evidence-based decision-making, and effective resource utilization. The HCC’s purpose is to deliver a coordinated community-wide framework for expanding and strengthening services and permanent affordable housing for people experiencing homelessness in the Albuquerque metro area. HCC Coordinated Housing and Services Framework

Council Meeting Information

The Homeless Coordinating Council meets monthly on the second Tuesday at 10:00 a.m. via Zoom unless otherwise noted.

Housing

Committee Purpose: To implement strategies that increase and protect the supply of safe, decent, affordable rental housing for very low-income people in Bernalillo County.

Housing: Now meets the third Wednesday of January, April, July, and October at 2:00 p.m. for one and a half hours unless otherwise noted.

Homeless Service System (HSS)

Committee Purpose: To develop a Gateway Center(s) that meets core community needs while minimizing impact on surrounding neighborhoods. This committee will replace HCC Services Workgroup.

Homeless Services System:  Meets monthly, first Tuesday, at 11:00 a.m. for one hour unless otherwise noted.

Coordinated Street Outreach (CSO)

Committee Purpose: Purpose of this workgroup is to create a system of coordinated street outreach that engages all those living in public spaces, has broad geographic coverage, has extended hours, uses clear mechanisms to promote communication and coordination between outreach providers, is comprised of strategically formed interdisciplinary/inter-agency outreach teams, uses a shared philosophy of care and common understanding of best practices and uses shared outcomes and evaluation tools. *This will replace the Coordinated Street Outreach workgroup that used to meet under the Homeless Advisory Council.

Coordinated Street Outreach:  Meets monthly, second Thursday, at 4:00 p.m. for one hour unless otherwise noted.

Youth Housing Continuum (YHC)

Committee Purpose: To recommend proposed solutions to address the housing needs of youth ages (18-25) in Bernalillo County.

To implement strategies that increase and protect the supply of safe, decent affordable rental housing for very low-income people in Bernalillo County.
