Lobbyist Registration Ordinance (LRO)
The intent of Chapter 2, Article 3 of the Albuquerque City Charter is to declare and identify all professional lobbyists who represent entities that attempt to influence and/or otherwise contribute to public or private discussion with the City of Albuquerque public officials, including the Mayor and the City Council as elected officials and to help ensure compliance with the Lobbying and Lobbyist Organization Registration and Disclosure Ordinance to promote transparency in government.

Registration Process
Step 1: Create an Account
Sign up on the Lobbyist Reporting System.
Step 2: Download Registration Form
Download the registration form you need to report your status.
Step 3: Complete Your Registration
Upload your filled-out form to your account.
Step 4: Submit Payment
Pay the initial $25 registration fee (waived for 2025 & 2026). Fees can be paid, in cash or check, at the City Clerk's Office within 10 days of filing.

The lobbyist and each lobbyist employer are required to file a registration form at https://lobbyist.cabq.gov/ before a lobbyist may begin lobbying. After submitting an electronic registration, the Office of the City Clerk will review and approve the registration which will trigger a system generated email to complete the setup of the lobbyist system account and password. A complete registration form with authorization forms from all lobbyist employers is required to be on file before a lobbyist may commence lobbying activities.
Activity Statements Obligations
All registered lobbyists must use a single form provided by the Office of the City Clerk to fulfill their obligations under the Lobbyist Registration Ordinance.
How the Form Works:
On the second page of the form, you'll find checkboxes corresponding to different requirements. Depending on your activity, you must check all the boxes that apply to you.
- Within 48 hours of any service or lobbyist campaigning covered by the Lobbyist and Lobbyist Organization Registration and Disclosure Ordinance commences any individual who is initially employed or retained as a lobbyist or any lobbyist organization shall register with the City Clerk, filing an annual registration statement.
- For each succeeding year that an individual is employed or retained as a lobbyist by the same employer and for whom all the information disclosed in the initial registration statement remains substantially the same, the lobbyist shall file an annual registration renewal 12 months following initial registration.
- Each registrant shall file a quarterly report between the first and tenth day of April, July, October, and January of the registrant's lobbying activities during the previous calendar quarter.
- Termination: If you are discontinuing lobbying activities and will not renew, check the box for Terminate Registration.
