Ian Stoker, Director of Human Resources
Ian Stoker has nearly 20 years of professional experience spanning human resources, labor and employment law, and entrepreneurship. He has served as Director of the City of Albuquerque’s Human Resources Department since April 2024.
As Director, Ian provides overall leadership for a department with an annual budget of approximately $120 million and responsibility for developing and administering organization-wide human resources policies, programs, and services. The department is organized into two major divisions. The Total Rewards Division oversees the City’s comprehensive insurance and benefits programs, as well as classification and compensation plans for approximately 7,000 employees. The Employee Experience Division supports the City’s workforce through recruitment and hiring, professional development, employee relations, and other employee resources and services.
A native of Santa Fe, New Mexico, Ian has lived in the Albuquerque area since 2005 and has worked for the City of Albuquerque since 2015. Prior to joining Human Resources, he served as Managing Attorney for the Labor and Employment Division of the City’s Legal Department, where he led a team of attorneys representing the City in a broad range of labor and employment matters, including collective bargaining disputes, civil rights claims, and Fair Labor Standards Act compliance.
Ian began his legal career as a legal assistant and paralegal with local law firms practicing in family law, mortgage law, and general civil matters. After graduating from the University of New Mexico School of Law in 2014, he represented physicians and hospitals in medical malpractice litigation. Before attending law school, Ian co-founded a coffee and gaming business in Rio Rancho. His diverse professional background provides him with a broad perspective on organizational leadership, employee relations, legal compliance, and the effective administration of human resources programs.
Ian holds a Juris Doctor from the University of New Mexico School of Law and a Bachelor of Arts from St. John’s College. He lives in Corrales with his wife, Amy, a licensed clinical social worker who works with several local charter schools. They have four children—Dean, Gavin, Lena, and Osborn.
