Director 101 Training

Purpose:

The purpose of this training program is to provide Directors and Deputy Directors at the City of Albuquerque an introduction to policies, procedures, and best practices for work as an executive leader at the City.  This is a modular program of short courses comprised of face to face and online training in the areas of city leadership, management, discipline, HR practices, workflows, budgeting, and working with the City Council.  All Directors and Deputy Directors will be required to participate in the program within the first 30 days of appointment, complete the training within 6 months, and commit to participate in continued executive leader professional development throughout their employ at the City of Albuquerque as required as per Administrative Instruction 7-39 of the City’s Rules and Regulations.

 

Program Courses:

The program will consist of 12 learning modules that each Director / Deputy Director will complete in a classroom and online environment. Note: Some modules include more than one course as detailed below.

 

1. Leadership, CABQ Values, and Managing Up: 1.5 hours

An introduction to the Values associated with being a successful leader at the City as well as connecting those Values to the City Core Values.  We will also provide guidance about effectively navigating information to Executive Administrators and how to appropriately escalate your department needs in support of moving initiatives forward.

2. Best Practices in Performance: The Performance Tracker: 1.0 hour

An introduction to the project management process used by City leaders known as the Performance Tracker. This course will inform best practices for using the tool for managing processes and projects within the city and review ways to improve effectiveness as a leader. Instructor: Charley Salas-Ramos

 

3. Introduction to City Rules, Regulations, Processes and Ethics: 1.5 hours

This course is an overview of the City’s rules and regulations, administrative instructions and ethics. Directors and Deputy Directors will be able to locate, access, and review these documents as well as participate in ethics training as part of this course.

4. HR Workflow for Hiring, Recruiting and Retention: 1.5 hours

This course will provide an introduction to the hiring process at the City and touch on the process of recruiting and retention of new employees including how to prepare to post new positions and attract talent for those positions.

5. Total Rewards: Understanding the Compensation process at the City of Albuquerque: 1.5 hours

An introduction for Directors and Deputy Directors to Total Rewards and a comprehensive overview of the compensation process for the City of Albuquerque.

6. Understanding the Budgeting Process at the City of Albuquerque: 1.5 hours

The important details that every executive leader needs to know about budget process at the City of Albuquerque.

7. Understanding the Procurement and Purchasing Processes at the City of Albuquerque: 1.5 hours

This course will review best practices within the Procurement and Purchasing processes for Directors and Deputy Directors at the City of Albuquerque.

8. Best Practices in Equity and Combating Discrimination: 2.0 hours

This training provides Directors and Deputy Directors an overview of the best practices for creating equity and combating discrimination within each department at the City of Albuquerque.

9. Understanding The Disciplinary Process: 4 hours

 

When to Initiate Internal, departmental, or third-party investigations. 1 hour

Performance Management for Executive Leaders (1:1 Meetings; Coaching; and Goal Setting) before progressive discipline: 1 hour

What every Director and Deputy Director needs to know how to manage performance among staff and employees before beginning the progressive disciplinary Process at the City of Albuquerque – Instructor: Yvonne Grimes

 

Progressive discipline and the Discipline Process: Reprimands, Suspensions, Demotions, Terminations.  1 hour

Best Practices Regarding FMLA and Reasonable Accommodations: 1 hour

An overview for Directors and Deputy Directors on the best practices for FMLA and Reasonable Accommodations for employees at the City of Albuquerque – Instructor: Yvonne Grimes

 

10. Working with the City Council: 2 hours

This training introduces Directors and Deputy Directors to best practices concerning all interactions with City Council. Topics to be covered include responding to requests, presenting at meetings, committee meetings, etiquette, and budget reporting

11. Strategic Planning and Departmental Leadership – Online: 2 hours

These courses are offered online through the City’s online portal Knowledge City. Participants will select up to four online trainings in the areas of strategic planning and leadership from a list of approved learning courses that will be assigned to each Director and Deputy Director as part of their annual professional development. Instructions to access the training are included below.

 

12. Employee Engagement and Professional Development: 2 hours

This training introduces Directors and Deputy Directors to the Employee Engagement process at the City of Albuquerque which includes the Gallup Q12 engagement survey, StrengthsFinder 2.0, and discusses best practices for increasing engagement among staff in each department.

Certification:

All participants will receive a certificate of completion at the end of the program and will present that certificate to the CAO and Mayor.

 

Completing Training:

All participants will access the Director 101 training schedule and register for available courses. Courses will be scheduled throughout the year for completion. Updated training schedules will be published each quarter.  Directors and Deputy Directors will receive invitations to trainings as they become available through Outlook.

As the courses are completed, the participant’s learning records will be updated by HR in the City of Albuquerque ELM Learning Management System. All employees can access their training records https://learning.cabq.gov on the ELM learning management system.

 

Training Location:

The program is hosted by the Employee Learning Center in the Human Resources Department in collaboration with the subject matter experts from various departments and Mayor’s office.

Face to face training courses will be offered on Fridays at The Employee Learning Center located in the basement of City Hall. See the Director 101 Training Schedule for available courses. Courses may be offered more than once throughout the year to accommodate busy schedules.

Participants can register for courses by clicking on the course title on the Director 101 Training Schedule. The link will direct participants to a registration page allowing them to RSVP for the course.

All online learning modules will be completed through the Knowledge City Learning Platform for all Directors and Deputy Directors to access for completion. Each Director and Deputy Director will be issued an account on the Knowledge City Platform. This platform also contains all available training courses for executive leaders to access to complete their required mandatory professional development throughout the year as per AI 7-39.
