City Opens Affordable Housing Funding Opportunities for Developers
The Department of Health, Housing & Homelessness seeks proposals to expand affordable rentals across Albuquerque
The City of Albuquerque’s Department of Health, Housing & Homelessness (HHH) has released three requests for proposals (RFPs) inviting nonprofit and governmental developers to compete for funding to build, acquire, rehabilitate, or preserve affordable rental housing citywide. The three opportunities draw on distinct funding streams – federal HUD HOME Investment Partnerships funds, HOME-ARP dollars tied to City-owned land, and local Workforce Housing Trust Funds – and together represent one of the most significant affordable-housing investments in recent years. Each RFP is outlined below.
“Albuquerque’s housing crisis didn’t happen overnight, and fixing it requires steady, strategic investment across every funding tool we have,” said HHH Deputy Director of Housing and Community Development Jordan Barela. “These three RFPs reflect exactly that approach – federal resources, local dollars, and City-owned land all working together to provide more affordable units online for those who need them most. We’re looking for experienced developers ready to build with us.”

Workforce Housing Trust Fund – Affordable Rental Development (RFP-2026-789-HHH-RG)
HHH will allocate between $9,250,000 and $12,500,000 in local 2025 general obligation bond funds approved for the Workforce Housing Trust Fund and an additional Affordable Housing appropriation under council resolution R-25-206. This funding can be used towards new construction, acquisition/rehabilitation, and/or preservation of multifamily rental housing. HHH intends to divide funding among two to three projects, leveraging City resources to maximize the number of affordable units added to Albuquerque’s housing stock.
Projects must ensure a minimum of 30% of all units are affordable to households at or below 80% of the area median income (AMI), leverage City funds at a 4:1 ratio with non-City sources, and meet a 99-year affordability period.

HOME Investment Partnerships – Affordable Rental Development (RFP-2026-790-HHH-RG)
HHH has allocated up to $2,320,285 in federal HUD HOME Investment Partnerships grant funding – including $292,732 in Community Housing Development Organization (CHDO) set-aside funds – for the new construction, acquisition/rehabilitation, or preservation of multifamily rental housing anywhere within Albuquerque city limits.
Projects must serve households at or below 80% AMI, comply with HUD HOME regulatory requirements, and demonstrate the capacity to leverage additional financing from other federal, state, or private sources. Nonprofit organizations or governmental entities are eligible to apply; nonprofits must be certified as a CHDO or Affordable Housing Development Organization (AHDO).

HOME Investment Partnerships – American Rescue Plan (HOME-ARP) (RFP-2026-788-HHH-RG)
HHH has allocated up to $6,611,427 in federal HOME-ARP grant funding paired with the conveyance of approximately 1.72 acres of City-owned land at 6600 Zuni Road SE for the new construction of multifamily rental housing serving qualifying populations. This RFP specifically targets qualifying populations identified in the City’s HOME-ARP Allocation Plan – including people experiencing homelessness, those at risk of homelessness, and other priority populations – with units affordable to households at or below 50% AMI. A minimum of 70% of total units must serve qualifying populations. Projects must include supportive services and comply with all applicable HUD HOME-ARP regulatory requirements.
