Notice of Community Development Block Grant (CDBG) Funding Opportunity
CDBG is a U.S. Department of Housing and Urban Development (HUD) Entitlement Grant, administered by the City of Albuquerque, Department of Health, Housing & Homelessness’ Community Development Division. The CDBG Program supports low – to moderate income residents (<80% of the Area Median Income) through activities including but not limited to acquisition of real property, homeownership opportunities, public services, public facilities, infrastructure, economic development, and affordable housing rehabilitation.
The City of Albuquerque receives approximately $4.3 million dollars of CDBG funds annually. Of that funding, 15% can be utilized for Public Service activities (approximately $645,000), 20% (approximately $860,000) for City Staff’s salaries and wages to administer the grant, and the balance (approximately $2,795,000) can be used to fund other eligible activities. Activities funded with CDBG funds must meet a CDBG Program National Objective, as well as meeting a priority and goal from the 2023 – 2027 Consolidated Plan and fall within a CDBG Matrix Code. Beneficiaries of CDBG funds must also meet income guidelines or low-moderate area guidelines. CDBG funds can not be used as replacement funds for an activity, which means that if an activity is already being funded, CDBG funds cannot replace those funds to implement the activity.
Health, Housing & Homelessness will allocate CDBG funds through an application and selection process and those activities will be included in the Draft 2026 Annual Action Plan to be approved by City Council and HUD. Project Eligibility Applications will be reviewed and selected for funding by a committee based upon merit. Funds can only be allocated to projects that meet a National Objective, Consolidated Plan Priority and Goal and fall within a Martrix Code. All projects/activities funded must adhere to City of Albuqurque’s Aministrative Requirements, 2CFR Part 200 and 24CFR Part 570.
