
Albuquerque City Council Rescinds Fiber Internet Installation Moratorium
Working group will continue reevaluation of permit criteria and plans for improving outcomes for residents
The Albuquerque City Council has approved R-25-181, rescinding Council resolution R-25-154, a moratorium on fiber internet installation permits. The resolution passed unanimously at the City Council Meeting on August 18, 2025.
Earlier this year, the City Council approved R-25-154, which established a moratorium on new fiber internet installations and created a working group to reevaluate permitting criteria, and standards for contractors. This moratorium on the issuance of fiber internet installation permits was to become effective on September 1, 2025, unless the City Council accepted recommendations made by the working group.
Councilor Dan Champine emphasized that rescinding the moratorium in no way diminishes nor overlooks the significant progress achieved by the dedicated fiber installation working group. Nor does it overlook areas still in need of improvement. Over the past few weeks, the group has contributed valuable ideas, thoughtful collaboration, and extensive effort in identifying ways to improve communication, installation, and restoration throughout the process, as he was able to witness first-hand.
“The work of the fiber working group has been extensive and deeply appreciated,” said Councilor Dan Champine, Council District 8. “The decision to rescind the moratorium will allow the work to continue while consideration of the working group's ideas and recommendations can be considered by the City Council. This will ensure that the final path forward is inclusive, deliberate, and considers the needs of all residents. Further public discussion of the fiber installation bill will take place during the September 3rd City Council Meeting.
