PNM Reeves requests a renewal of their air quality Title V operating permit in Application #0499-M2-RN2 and Acid Rain Permit No. AR499-RN2. The Department has issued the Draft Title V operating permit, Acid Rain Permit renewals and associated documents.

The Air Quality Program (Program) of the City of Albuquerque Environmental Health Department has
received a Title V Operating Permit renewal application from the owner of the facility PNM Reeves
Generating Station (Facility) located at, 4400 Paseo del Norte NE in Albuquerque, NM 87109. Based
on the application and information received to date, the Program intends to issue such Title V
Operating Permit renewal (Permit) to the Facility. The Draft Permit has been assigned Operating
Permit Application No. 0499-M2-RN2.

This Facility is a natural gas-fired electric generating plant that consists of three (3) natural
gas-fired industrial boilers, one (1) emergency diesel-fired generator, and three (3) cooling
towers. Each industrial steam boiler has the following generating capacities: Unit #1 is rated at
44 MW (megawatts), Unit #2 is rated at 44 MW and Unit #3 is rated at 66 MW. The three natural
gas-fired steam boilers and their associated equipment generate steam to drive steam
turbines coupled to generators that produce electricity. The operating permit application is for a
permit renewal, and the Facility is required to have a Title V Operating Permit pursuant to
20.11.42 NMAC.
