Issuance of Air Quality Emergency Construction Permit #3090-RV1-EP to Kirtland Air Force Base (KAFB)
On April 9, 2026, the U.S. Air Force – Kirtland Air Force Base (KAFB) submitted a request for an Emergency Permit for Government Fuels Distribution, which is located at Building 1041 (Randolph Rd SE & Fuel Dr SE) at KAFB, to the City of Albuquerque Environmental Health Department (Department). Failure to modify this construction permit by September 2026 will result in a conflict between KAFB’s regulatory obligations and its national security missions, including KAFB’s emergency response capabilities.
Following the request for the emergency permit, KAFB submitted an application for a modification to the Air Quality Program (Program) of the City of Albuquerque Environmental Health Department for an air quality emergency construction permit. The owner of the facility is KAFB, 377 MSG/CEIEC, 2050 Wyoming Blvd SE, Suite A-112, Kirtland AFB, NM 87117-5270. The Facility, Government Fuels Distribution, is located at Building 1041 (Randolph Rd SE & Fuel Dr SE). The application was received by the Program on June 1, 2026. The Environmental Health Department approved the request to issue the emergency modification to the construction permit on June 1, 2026 and the Program issued the emergency construction permit on August 10, 2026 according to 20.11.41.24.A NMAC. The emergency modification for KAFB, Government Fuels Distribution, was assigned Permit No. #3090-RV1-EP.
The applicant is requesting a modification to Permit #3090-RV1. The applicant is requesting an increase in the permitted throughput of Unit #1, which consists of a 5,000-gallon aboveground storage tank (AST) and an affiliated loading arm, from 90,000 gallons per year to 140,000 gallons per year.
