Application #2080-M1, East Mountains Transfer Station
County of Bernalillo Solid Waste Department requests a modification to their air quality permit in Application #2080-M1
The applicant is requesting a modification to Permit #2080. The modifications include replacing the original diesel-powered horizontal green waste grinder at the facility with a newer unit and adding a second diesel-powered horizontal grinder to the site’s operations. Updated emissions for both units are provided in this application to accurately characterize total emissions from engines at EMTS. The addition of a second grinder to East Mountains Transfer Station does not require an increase in the requested maximum allowable operational hours for grinding activities at the facility, as the total requested cumulative operational hours between the two units will remain at 800 hours per year.
- Unit #1: Horizontal grinder engine - CAT, Model C18, Serial # BDN01715, Manufacture Date 2013, 638 Horsepower.
- Unit #2: Horizontal grinder engine – CAT, Model C18, Serial #BDN04216, Manufacture Date 2019, 802 Horsepower.
Once per year, the County may operate one of its grinders at a remote location within the County for the purpose of Christmas tree or green yard waste grinding/recycling. The event would be conducted at one of two locations as listed below (not simultaneously). Public access to the equipment would not be allowed, and safe separation distance would be further ensured by requiring stockpiling of the trees/green waste by the public during the two weeks prior to the grinding event when the grinder was not present. The grinder would then be transported to the site at the end of those two weeks and used to grind the accumulated material for one day of operation at the remote site of choice. Additional safety measures during the grinding day would be achieved by installing physical safety barriers (cones and caution tape, or similar) and warning signage a minimum of 100 feet from the grinding and loading equipment on every side.
