Western Refining Terminals LLC requests a modification to their air quality permit Application #0456-M6

The applicant is requesting a modification to Permit No. 0456-M5-7TR. The requested modifications include the following:
- Installation of a temporary vapor combustion unit (VCU) at the facility to operate during periods when the vapor recovery unit (VRU) is unavailable or undergoing downtime.
- Addition of two new diesel loading arms to Lane 2 of the Loading Rack (Unit 1).
- Increase in the permitted volume and throughput for red dye injection of AST-9 (Unit 5) to 550 gallons and 2,000 gallons per year, respectively.
- Increase in the permitted throughput for diesel storage tanks TK-29553 and TK-30796 to 44,315,616 gallons per year per tank, resulting in a total loading rack throughput of 421,575,000 gallons per year.
- Modification of startup, shutdown, and maintenance (SSM) activities.
- Removal of one additive storage tank (AST-1).
- Removal of butane blending activities at the facility, including the butane blending tank and butane blending operations at the loading rack
