Vehicles Requiring Emissions Testing

Emissions testing is required of motor vehicles registered or commuting in Bernalillo County.

Vehicle Reinspections

Reinspections for failed emissions tests are conducted for no charge at the Vehicle Pollution Management Office.

Vehicles also can be retested at any Air Care inspection station for a fee.

Reinspection information

Vehicles Requiring Emission Testing per Bernalillo County Regulations:

  • 1983 and newer vehicles up to 10,000 lbs. GVWR must be tested every two years.
  • Hybrid-Electric Vehicles - Must be tested every two years.
  • Commuter Vehicles - All vehicles entering Albuquerque/Bernalillo County 60 or more days a year must be tested.
  • Change in Vehicle Ownership - You must have a valid test certificate to register your vehicle. Vehicles tested in the previous 90 days before the ownership change can receive a free retest at the VPMD testing facility at 1500 Broadway NE.


According to TRD Publication 18.18 & 18.19 NMAC [Articles 1 through 8, Chapter 66 NMSA 1978]. - 66-3-7.1 REGISTRATION OF VEHICLE EMISSION INSPECTION TEST REQUIRED - Bernalillo County residents are not allowed to register vehicles that are subject to testing in counties which do not conduct vehicle testing. It is a misdemeanor crime for vehicle owners to register their vehicles in non-testing counties for the purpose of evading a vehicle emissions test.

Vehicles Exempt from Emission Testing:

  • All New Motor Vehicles - for four years following initial registration from the date of the manufacturer's certificate of origin (MCO).
  • Vehicles manufactured before 1983.
  • Dedicated electric vehicles.
  • Diesel vehicles.
  • Vehicles that are fueled by a mixture of gasoline and oil for purposes of lubrication;
  • Motor vehicles that are used for legally sanctioned competition and not operated on public streets and highways;
  • Implements of husbandry, or road machinery not regularly operated on public streets and highways;
  • Other vehicles that are not regularly operated on public streets and highways after providing satisfactory proof to the program manager;
  • Vehicles leased by a leasing company whose place of business is Bernalillo county to a person who resides outside of Bernalillo County; however, an exemption shall not be granted if the person resides in an area, that EPA-required vehicle inspection program;
  • Vehicles sold between licensed dealers;
  • Vehicles with a GVW of 10,001 lbs or more; and
  • Existing electric hybrid vehicles which were exempted from 20.11.100 NMAC as of the effective date, until such time that a change of ownership of the vehicle occurs.

Test Description

Emissions testing in Bernalillo County consists of five parts:

  • On-Board Diagnostic 2 - Tests vehicle emission control equipment functions
  • Tailpipe exhaust analysis - Measures carbon monoxide and hydrocardon emissions
  • Pollution control equipment - Verifies equipment installation and connections
  • Visible emissions - Checks for tailpipe smoke
  • Gas cap pressure - Ensures cap holds tight seal
