The City of Albuquerque Environmental Health Department and the New Mexico Environment Department are cooperating on statewide Regional Haze planning in accordance with the EPA's Regional Haze Rule. The rule requires submittal of a State Implementation Plan to EPA that, among other things, analyzes potential new control measures necessary to make reasonable progress in improving visibility at Class I Areas. This control measures analysis process, which must consider four specific factors, is referred to as a "four factor analysis."
