The City of Albuquerque is proposing changes to local ordinances that would make it easier for trusted community partners to open and operate Safe Outdoor Spaces (SOS) - secure, designated areas where people experiencing homelessness can safely sleep and access services.

Why it Matters

There is an urgent need for safer, supportive spaces for people who are unhoused. Safe Outdoor Spaces serve as a vital entry point into housing, treatment, and care. Since opening in April 2025, Refuge Safe Outdoor Space at New Creation Church has already served 12 people, with seven staying long-term and receiving case management, job training, and behavioral health support.

But getting this site up and running wasn’t easy. Regulations made it harder than it needed to be. That’s why the City is taking action.


What the Proposed Changes Do

The proposed updates to the City’s Safe Outdoor Space Ordinance (O-25-89) and related zoning and permitting rules (O-25-90) aim to:

Make Safe Outdoor Spaces Easier to Open & Operate

  • Allow on-call support (instead of 24/7 staff) at small sites serving 10 people or fewer.
  • Permit portable restrooms instead of requiring full plumbing.
  • Allow mobile case management rather than on-site services at all times.

“These changes cut the red tape while keeping people safe,” said Mayor Tim Keller. “We’re making it easier for community partners to meet people where they are and help them get back on their feet.”
