For 9-1-1 calls, a decision point determines whether the call qualifies for APD (police) or ACS. If referred to ACS, a C-CAD event is added to the ACS queue, leading to an ACS unit response and resolution. Non-911 referrals are directly routed to ACS, bypassing the qualification step.
