Shirley Hill Witt saved a draft of the National Indian Youth Council (NIYC) officer’s biography pages from an issue of the organization’s newsletter. You can see her edits, including where she crosses out her affiliation with the National Congress of American Indians (NCAI).

While the two organizations were never directly at odds with each other, the NIYC and NCAI often disagreed on tactics, with the younger NIYC favoring direct action and militancy. On the other hand, the more established NCAI preferred using the courts to fight for Indigenous rights.
