Chief Education and Impact Officer Justine Freeman

Justine Freeman serves as Chief Impact Officer for the City of Albuquerque. In this role, she works with partners at the local, state and national level to remove barriers and improve outcomes for young people in our community. She leads the One Albuquerque Kids’ Cabinet and its committees on Public Safety, Early Learning and Out-of-School Time; serves as a board member on ABC Community Schools, a joint powers agreement between the City, County and local school district; and, coordinates the Indicators Progress Commission to track and report on Albuquerque’s progress on key measures.

Prior to her current role, Justine served as Deputy Chief of Staff in Mayor Tim Keller’s office from 2017 to 2022. Before joining the City of Albuquerque, she was Deputy Chief of Staff at the Office of the State Auditor for three years. She formerly served as a media relations and leadership analyst at the New Mexico State Legislature during three legislative sessions.

Justine started her career path at community college and went on to earn a Bachelor of Arts degree in Political, Legal and Economic Analysis from Mills College and a Master of Arts degree in International Relations from San Francisco State University. She completed Harvard University's Senior Executives in State and Local Government program in 2019 and Harvard University's Bloomberg Center for Cities Public Narrative Storytelling training in 2018.

Before working in state and local government, Justine worked in the field of international relations, specializing in gender equality and emergency response efforts with Human Rights Watch in San Francisco, CA and Paris, France; and CARE USA, USAID and the American Red Cross in Washington, D.C.
