This RFP is issued on behalf of the City of Albuquerque by its Purchasing Division, which is the sole point of contact during the entire procurement process.

Latest Update

  • September 5, 2014:  The City issued the second phase Request for Proposal from the selected three (3) consulting teams  based on RFP2004000053, “Comprehensive Plan/Unified Development Ordinance Stage 1.”
  • August 26, 2014: Staff gave a Presentation & a Virtual Tour of Albuquerque's Built Environment to potential consultants during a one-day workshop.

    The City is currently in the second of a two-stage selection process to hire a Consultant Team to assist with updating the Albuquerque-Bernalillo County Comprehensive Plan and creating a Unified Development Ordinance, which will consolidate multiple land use and transportation documents and incorporate best practices for land use and transportation planning and land development.

    In Stage 1, 3 qualified consultant teams were selected to continue to the second selection stage: Clarion, Code Studio, and Stantec. In Stage 2, the 3 selected teams will be eligible for a $10,000 stipend for submitting (1) a “white paper” analysis of existing policies and regulations and (2) a proposal to update the Comprehensive Plan and create a UDO, including work plan, timeline, public involvement process, and proposed budget by November 6, 2014.
