Every four years, members of the community come together in a nationally-recognized process called the Goals Forum to review and provide input to the City of Albuquerque's strategic goals and desired community conditions. Once finalized, these goals are presented to the Mayor and City Council, and if adopted, become an important part of determining the City's budget for the next four years.

Citizen participation is vital to the success of this event.

The Goals Forum is hosted by the Indicators Progress Commission (IPC), twelve volunteer citizens appointed by the Mayor with the advice and consent of the City Council. The IPC has the lead responsibility to recommend revisions to the City's vision, goals, and desired community conditions. The Goals Forum is the main source of citizen input into the City's goal setting process. The IPC also considers inputs from other sources before finalizing their recommendations to the Mayor and City Council.

Participants in the Goals Forum play a vital role by describing the future Albuquerque they'd like to see. The focus is on the desired future, not on specific problems or ways to solve them. The Goals Forum tries to describe the future Albuquerque as a whole community, not identify the individual needs or desires of any particular group or area. This positive thinking approach provides elected officials and community leaders with a worthy and meaningful path to follow as they work to create Albuquerque's future.
