We work with HUD as part of our continuing objective to assist public service agencies, eligible construction activities, affordable housing development, and emergency homeless shelters that serve low-income and moderate-income city residents.

Current Requests for Proposals

  • Request for Proposals: Owner-Occupied Home Rehabilitation Program-- Applications accepted until September 22, 2023

    • The City of Albuquerque requests proposals from qualified non-profit organizations interested in providing services for income qualified populations within the pocket of poverty as defined by the HNEDF to implement a Home Owner Occupied Rehabilitation Program. The City has allocated up to $2,835,000.00 of the HNEDF funding toward a Home Owner Occupied Rehabilitation Program. This program is intended to assist low to moderate income home owners at or below 80% Area Median Income (AMI) who cannot qualify for commercial bank loans to complete necessary home repairs. The grants are for the purpose of making minor and/or major home repairs; thereby creating safe, decent and affordable housing which is ultimately an investment in the revitalization of their neighborhoods. The City seeks proposals from qualified nonprofit agencies with the capacity to develop and administer the program.

    • Respondents must submit their proposals no later than 4:00 pm MST on Friday, September 22, 2023, and must be submitted online through the City’s Bonfire portal at: https://cabq.bonfirehub.com/portal/?tab=openOpportunities

    • In order to submit, responders must be registered in the Bonfire system. Registration takes some time to complete. It is recommended responders register in advance of Completed proposals including all forms and attachments must be submitted using the eProcurement System at cabq.bonfirehub.com. Please allow a minimum of 24 hours to submit your proposal. If you do not have a username and password, please register on Bonfire using this link. This is the only avenue available to submit proposals. 
    • Potential respondents may obtain further information from the Department of Family and Community Services.  Contact Yolanda Krantz, Management Analyst II, Community Development Division at [email protected].  All other inquiries regarding the RFP must be submitted via the City’s Bonfire portal. 

  • P.A.T.H. Provider Application: New providers accepted until Jan. 31, 2024. 

  • Request for Letters of Interest: Legal Services for Assisted Outpatient Treatment Program -Proposals accepted on an ongoing basis

    • The City of Albuquerque Department of Family and Community Services invites attorneys to submit letters of interest/proposals in accordance with specifications contained in the Request for Letters of Interest to establish a pool of qualified attorneys available to provide cost-effective, competent representation in the Assisted Outpatient Treatment (AOT) Program in the Second Judicial District consisting of Bernalillo County.

    • The City is seeking attorneys to provide legal representation of Petitioners and Respondents as independent contractors. All services will be performed in conjunction and in association with the AOT Program.  Offerors must be in good standing to practice law by the New Mexico Supreme Court, and an active member of the Bar.
    • Proposals submitted pursuant to this Request will be accepted by the City on an ongoing basis until further notice in order to maintain a current listing of pre-qualified attorneys available to perform services for the AOT Program.
