Current Requests for Proposals

  • Request for Quote: Lease of 15 motel rooms for 12 Weeks- Quotes accepted until March 23, 2023 at 3:00pm

    • The City of Albuquerque Department of Family and Community Services is requesting quotes for the lease of 15 motel rooms for a 12-week time frame beginning March 29, 2023.

    • The contract amount is a maximum of seventy-five thousand dollars ($75,000). Vendors must submit updated evidence of insurance coverage to the City each year. Failure to maintain and submit proper insurance coverage may result in termination of your contract and possible legal action for breach of contract.

    • DATES OF SERVICE: March 29, 2023 – June 21, 2023
    • LOCATION OF PROJECT:  Designated motel(s) in Albuquerque, NM.

    • GENERAL INFORMATION: 15 motel rooms reserved for the indicated time period without disruption. Single or double occupancy rooms with a functional bathroom with shower; microwave, refrigerator, television, and Wi-Fi access. Housekeeping services no less than weekly. Motels must be located in Albuquerque, NM.

    • Please provide cost for 15 rooms each for a duration of 12 weeks. CABQ will pay for rented rooms on a monthly basis for indicated duration and will cover major damages resulting from the actions of CABQ guests. Motels must be fully insured. No meals or additional services are required, other than those which generally accompany a motel room reservation for the applicant (maid service, room service, linens and toiletries, etc.).

    • In order to submit, responders must be registered in the Bonfire system. Registration takes some time to complete. It is recommended responders register in advance of the deadline as late proposals will not be accepted.   • P.A.T.H. Provider Application and Voucher Renewal - Renewal Applications accepted until April 7, 2023, new providers accepted until Jan. 31, 2024. 

  • Request For Information: Hotel/Motel Properties for Potential City Acquisition -Responses accepted until March 24, 2023

    • The City of Albuquerque Department of Family and Community Services (“City”) is issuing this Request for Information (“RFI”) from owners of hotel/motel properties that could potentially be acquired by the City for conversion into affordable housing.

    • Scope of Services: We are requesting that owners provide the City with a summary description of hotel/motel properties that may be available for sale. Summaries must include:
      • Property location
      • Proposed estimated sale price of the property
      • Total number of rooms
      • Square footage of rooms
      • Total number of rooms that have kitchenettes, and what appliances are available in the kitchenette (e.g. fridge, stove, oven)
      • Current zoning of the property
      • Distance to the closest bus stop(s), and the specific bus route(s) that use that stop
      • Description of any amenities at the property, including but not limited to dining room, food prep area, conference room, guest laundry and pool area
      • Description of any office space at the property
      • Date of original building construction
      • Summary of any renovations to the property completed in the last 5 years, including a description of what was renovated, and year that the renovations were completed
      • The number of residents utilizing a unit on the property as a home.
      • Name, phone number, and email address of the property owner and/or the person who is authorized to negotiate on behalf of the property owner
      • A copy of any available blue prints, construction plans, environmental reports, and appraisal reports for the property
    • If the City does choose to pursue acquisition of a hotel/motel property under this RFI, the following expectations will apply:
      • The City will order an appraisal and offers, if any, will be based on fair market value as determined by the appraisal
      • The City will need to make any required public notifications of the purchase, depending on the funding source
      • The Owner will provide any and all documents needed to allow the City to comply with any duty it may have pursuant to the Uniform Relocation Act
      • The Owner will provide any and all documents needed to complete the appraisal and any inspections as required by the City or its vendors/contractors
      • The Owner will provide necessary access to the property for City vendors/contractors to evaluate the condition of the property
      • The Owner will work with City vendors/contractors to schedule inspections and access the property in a timely manner; owner will not impede or delay inspections
    • Submission of Response: All responses to this RFI shall be submitted in electronic copy to the contact person below by 4:00 pm MT on Friday, March 24, 2023. 
    • Responses to this RFI are voluntary. The submitted information will be reviewed by the City and may be made available to the public. Submitted information will not be considered confidential. Those who respond are advised that the City is under no obligation to acknowledge receipt of your submission, or provide comments on your submission. No proprietary, classified, confidential and/or sensitive information should be included in your response.
    • A broker may submit a response on behalf of a property owner. The broker must clearly disclose in the response that he/she is representing the property owner. Please note that the City of Albuquerque does not pay broker fees or commission.

  • Request for Letters of Interest: Legal Services for Assisted Outpatient Treatment Program -Proposals accepted on an ongoing basis

    • The City of Albuquerque Department of Family and Community Services invites attorneys to submit letters of interest/proposals in accordance with specifications contained in the Request for Letters of Interest to establish a pool of qualified attorneys available to provide cost-effective, competent representation in the Assisted Outpatient Treatment (AOT) Program in the Second Judicial District consisting of Bernalillo County.

    • The City is seeking attorneys to provide legal representation of Petitioners and Respondents as independent contractors. All services will be performed in conjunction and in association with the AOT Program.  Offerors must be in good standing to practice law by the New Mexico Supreme Court, and an active member of the Bar.
    • Proposals submitted pursuant to this Request will be accepted by the City on an ongoing basis until further notice in order to maintain a current listing of pre-qualified attorneys available to perform services for the AOT Program.

  • 2023 Affordable Home Ownership Development Project--Scattered Sites -Proposals Accepted until March 31, 2023

    • The City of Albuquerque’s Department of Family and Community Services (DFCS) is inviting non-profit developers to submit proposals for the development of Affordable Ownership Housing in Albuquerque.

    • The City of Albuquerque desires to provide the City-owned Real Property towards the new construction of single-family, ownership housing for persons at or below 80% of the Area Median Income (AMI).  The parcels of Real Property are located in the southwest quadrant of Albuquerque and are listed in the Scopes of Services. 

    • DFCS will award up to seven (7) vacant parcels of land with a total combined value of approximately $354,980, towards the new construction single-family, homeownership housing development.  Proposed affordable housing development projects need to demonstrate the capacity to obtain additional project financing from available sources such as HUD grants, bank loans, etc.  The development should incorporate a high level of Design Creativity and Sensitivity to the social and physical context of the surrounding community
    • Nonprofit organizations or governmental entities, along with their development team, such as for-profit corporations, limited liability companies, and partnerships which have demonstrated capability in providing the services for which they are applying are eligible to respond as Applicants to this RFP.  Lead applicant organizations must be duly registered and in good standing with the State of New Mexico Public Regulation Commission, and must either be a governmental entity or have not-for-profit status under 501(c)(3) or equivalent non-profit status provided under the U.S. Internal Revenue Service Code.  In addition, non-profits must submit documentation to be certified by DFCS as a Community Housing Development Organization (CHDO) or an Affordable Housing Development Organization (AHDO), as part of project application (Appendix D).

  • 2023 Affordable Rental Housing Utilizing GRT Funding 4% LITHC Project - Proposals accepted until April 28, 2023

    • The City of Albuquerque’s Department of Family and Community Services (DFCS) is inviting non-profit developers to submit proposals for the development of Affordable Rental Housing in Albuquerque. Read the full notice. 

    • Based on the available sources of funding, the development of such an Affordable Housing project must be located within the Albuquerque city limits.

      The City of Albuquerque desires to provide gap funding towards the new construction or acquisition/rehabilitation and/or preservation of new units of multi-family, rental housing for persons at or below 80% of the Area Median Income.

    • The purpose of this Request for Proposals (RFP) is to solicit effective proposals from qualified non-profit organizations and government entities interested in developing an multi-family rental project that is affordable to low and moderate households and will leverage the 4% Low Income Housing Tax Credits (LIHTC) program. The City of Albuquerque’s Department of Family and Community Services (DFCS) has allocated up to $8,000,000 in City of Albuquerque Gross Receipts Tax (GRT) Bond funds for this RFP.

      Proposed affordable housing development projects need to demonstrate the capacity to obtain additional project financing from available sources such as the Low Income Housing Tax Credit Program, other HUD Programs, bank loans, etc.  The development should be pedestrian friendly and designed to create a sense of community through a site plan including building arrangement, amenities, onsite service coordination, and open space appropriate to the needs of populations to be served.

    • Non-profit organizations or governmental entities, along with their development team, such as for-profit corporations, limited liability companies, and partnerships which have demonstrated capability in providing the services for which they are applying are eligible to respond as Applicants to this RFP.  Lead applicant organizations must be duly registered and in good standing with the State of New Mexico Public Regulation Commission, and must either be a governmental entity or have not-for-profit status under 501(c)(3) or equivalent non-profit status provided under the U.S. Internal Revenue Service Code and which has demonstrated capability in providing the services for which it is applying is an eligible responder for award of a contract pursuant to this RFP. Basic eligibility requirements are identified in the Administrative Requirements for Contracts Awarded Under the City of Albuquerque Department of Family and Community Services (Administrative Requirements), § 10 (A)(1).
