Instructions for Public Participation

• Written comment for any LUPZ agenda item may be provided to Crystal Ortega, the Clerk of the Council. Send written comments for the record to [email protected].

• To provide real time verbal public comment over Zoom, participants must sign up for public comment by 3:00 p.m. on June 24th. The sign-up sheet can be accessed at this link:

o Note: Participants must sign up for public comment with the Zoom username or phone number that they will be entering the Zoom meeting with so that they can be identified when accessing the meeting. Persons who do not provide this information will not be allowed into the meeting, but may still view the meeting via the YouTube live link.

• Participants will standby in the Zoom virtual waiting room until the agenda item(s) they signed up for begins. The Zoom moderator will move all participants who have signed up for each agenda item into the meeting room when that item is up before the committee.

o Access the Zoom waiting room by following this link, entering the room information manually, or by calling in via telephone:

o Although participants will not be able to view the meeting via Zoom while idle in the waiting room, participants can watch on YouTube at this link:

• Once in the Zoom meeting room, the participants will be unable to unmute themselves or turn on their camera. The Zoom moderator will unmute and enable cameras (if applicable) at the time their name is called to provide public comment.

• If you are also watching on YouTube, please note there is an approximately 10 second lag between the Zoom meeting room and YouTube. Please mute or pause the YouTube stream once you are in the Zoom meeting room to avoid feedback between the Zoom meeting room and YouTube broadcast.

• Public comment will be limited to 2 minutes. You will hear a bell ring when the 2 minutes have concluded, at which point your microphone will be muted and your camera will be turned off.

• After the agenda item has been acted upon, participants will be moved back to the waiting room. If a participant has signed up for multiple agenda items, they will be moved in and out of the Zoom meeting accordingly.

Public Comment ground rules:

• Comments are to be addressed to the committee members only
• Please keep your comments germane to the agenda item you are speaking on
• Any disruptive conduct, or non-germane commentary will result in removal from the Zoom meeting room.
