Western Refining Terminals, LLC requests a modification to their air quality permit in Application #0051-M2

The applicant is requesting a modification to Permit #0051-M1-3TR.  The applicant is requesting the following:

  1. Remove 13 asphalt tanks;
  2. Change the current tank throughput and emission limits to a facility-wide aggregate limits;
  3. Update the vapor expansion coefficient used in asphalt tank calculations to reflect a conservative value;
  4. Add one 5,000-barrel asphalt tank (Tank 503);
  5. Switch the second loading rack (LR-2) from cutback asphalt to asphalt because cutback asphalt is not manufactured at the facility anymore;
  6. Switch Tanks 6 and 7 from cutback asphalt to asphalt because cutback asphalt is not manufactured at the facility anymore;
  7. Add a pipeline of fugitives (FUG) to the permit and include it in the air dispersion modeling;
  8. Add railcar unloading emissions (UL-1 through UL-9) to the permit and include them in the air dispersion modeling;
  9. Add truck offloading emissions (TL-1 and TL-2) to the permit and include them in the air dispersion modeling;
  10. Update emission calculations from the boilers and hot oil heater (Units 1 through 3) by using stack test data;
  11. Remove the rain caps from the combustion unit stacks and update the air dispersion models accordingly; and
  12. Modify the stack parameters from the combustion units, which include:  increase the stack height of the boilers (Units 1 and 2) from 20 feet to 35 feet; and decrease the stack height of the hot oil heater (Unit 3) from 30 feet to 26 feet.
