ABCWUA Southside Water Reclamation Plant, 4201 Second Street SW, Albuquerque, New Mexico

Albuquerque Bernalillo County Water Utility Authority (ABCWUA) requests a modification to their air quality permit in Application #0786-M6


The applicant is requesting a modification to Permit #0786-M3-RV1 for their wastewater treatment and reuse water production facility.  The applicant proposes to modify the following:

  1. Update the unit numbers of all emission units associated with the SWRP;
  2. Update the emissions of all the equipment associated with the water treatment process using TOXCHEM modeling to estimate emissions from Volatile Organic Compounds (VOCs), Hazardous Air Pollutants, (HAPs), and Hydrogen Sulfide (H2S);
  3.  Update the uncontrolled and controlled emissions associated with the facility’s four cogeneration engines.  The cogeneration engines will be equipped with Selective Catalytic Reduction (SCR) and oxidation catalyst devices to control and reduce the emissions of Nitrogen Oxides (NOx), Carbon Monoxide (CO), VOCs, and HAPs;
  4. Include the construction and operation of the new North Preliminary Treatment Facility and the associated emissions that are routed to a combination of two Bohn biofilters and an activated carbon unit that control H2S emissions;
  5. Include emissions from the new coarse screening facility;
  6. Update the use and emissions from Clarifiers #1 through #8;
  7. Update NOx, CO and VOC emission factors for the flares (Emission Units 34-36) by using factors representative of wastewater treatment digester gas and site-specific data;
  8. Update VOC emissions for the unleaded gasoline fuel storage tank (Emission Unit 33);
  9. Modify the Sulfur Oxides (SOx) emissions from the Ultra-Violet Facility Emergency Generator (Emission Unit 37) to account for the use of ultra-low sulfur diesel fuel;
  10. Update the information and number of emergency generators at the facility;
  11. Revise the H2S control efficiencies for all activated carbon filters and biofilters;
  12. Update Miscellaneous External Combustion Sources and emissions based on process specific fuel-burning equipment;
  13. Update the slight increase of the facility-wide emissions of H2S, as a result of TOXCHEM modeling; and
  14.  Update and decrease the facility-wide emissions for NOx, CO, VOCs, SO2, Particulate Matter <10 microns (PM-10) and Particulate Matter <2.5 microns (PM-2.5), formaldehyde and total HAPs as a result of the proposed controls for the cogeneration engines and associated controlled emission calculations.

The ABCWUA proposes two operating scenarios – Operating Scenario 1 and Operating Scenario 2 – as a result of the time it will take to install the proposed control equipment to the cogeneration engines and to be fully operational.  Operating Scenario 1 includes the uncontrolled emission rates for all the cogeneration engines, except of Emission Unit 27, which will be the first cogeneration unit to get the controls installed. Operating Scenario 2 consists of the final scenario when the controls of all the cogeneration engines are installed and operating.
