During the July 13, 2022 Air Quality Control Board meeting conducted over Zoom, a group of individuals “zoom bombed” the meeting, disrupting the proceedings using offensive audio, video, and images. Because Air Board meetings are open to the public, entry to the meeting was not restricted and anyone with the link was allowed to join. Efforts to identify and eject the perpetrators ultimately proved unsuccessful, causing the Board to end the meeting shortly after the disruption began.

The Board wishes to apologize to members of the public who attended the meeting and were offended by what they observed. Members of our community who take time out of their busy schedules to engage in local air quality issues deserve much better. The Board strongly condemns this senseless and abhorrent act and is working closely with the Environmental Health Department to determine what went wrong and improve security for future meetings in order to prevent an attack like this from ever happening again.

Due to the disruption, the July 13 Air Quality Control Board meeting meeting has been rescheduled on August 1, 2022 at 5:30 p.m via Zoom video conference. The agenda will be posted at https://www.cabq.gov/airquality/air-quality-control-board/events/august-1-2022-air-quality-control-board-meeting at least 72 hours prior to the meeting and will include instructions on how to join the meeting online or by phone.

Special procedures for the July 13, 2022 Air Quality Control Board Meeting:

Attendance: In response to the Governor’s declaration of a Public Health Emergency on March 11, 2020, and all public health orders and declarations comprised of local orders entered thereafter, as set forth in the City of Albuquerque, Office of the Mayor Timothy M. Keller’s Thirty-Third Declaration of Local Emergency Due to Novel Coronavirus COVID-19, signed on June 9, 2022, including but not limited to paragraph 8, ordering that “Albuquerque residents are highly encouraged and strongly advised to continue to embrace social distancing protocols,” the Air Quality Control Board meeting on Wednesday, July 13, 2022 will be held via Zoom video conference.

The video recording of this meeting of the Air Quality Control Board will be available on the City’s Air Quality Program website at https://www.cabq.gov/airquality/air-quality-control-board/past-air-quality-control-board-meetings. Staff are available to help members of the public access meeting recordings during business hours. Please call (505) 768-2660 for assistance.

Public Comments: The Air Quality Control Board will hear public comments during the meeting as provided in the agenda. To sign up to speak, use the chat function in Zoom to message the Air Quality Control Board Liaison, Ken Miller. If you are calling in to the meeting, verbally state your desire to speak when asked who would like to speak. You will be called in the order that you either messaged the Air Quality Control Board Liaison or verbally indicated your desire to speak. Public comment will be limited to 5 minutes or less, depending on the number of commenters. Your time will start when you start speaking and the Board Chair will let you know when your time has concluded. Additionally, you can email comments about specific agenda items to [email protected] up until 2 hours before the meeting.

Any disruptive conduct may result in removal from the Zoom meeting room.
