The electronic grant application has been created for your convenience. It allows you to complete your funding application forms using a computer instead of your typewriter. The City prefers that applicants email their applications. Otherwise, you must submit 5 hard copy sets of the completed application.

General Information

The Urban Enhancement Trust Fund (UETF) was created by the Albuquerque City Council in 1983 as a permanent trust fund, the interest of which would be available every two years for community enhancement and cultural services projects. A citizens Committee oversees UETF. Among the largest cities in the United States, Albuquerque is the only one with a public endowment (without private funds or on-going taxation revenue) that provides funds for cultural services. During the past 20 years, more than $5,000,000 has been disbursed to more than 100 organizations that have produced approximately 200 arts/cultural projects. By conservative measures, the funds have leveraged $5,000,000 in cash or in-kind services within the community. Of greatest significance, UETF has served more than 1,500,000 people and 800,000 children or youth as either participants or audience, focusing on numerous, diverse art forms and cultural expressions.

Application and Approval Process

Proposals for cultural services projects must be submitted by non-profit, tax-exempt 501(c)(3) organizations. Fiscal agents that are willing to assume responsibility for the grant may sponsor one or more organizations that do not have their own nonprofit status. The organization must include as a major element of its purpose, cultural activities or goals related to arts/cultural expression, through art, music, theater, dance, history or literature.

Projects that have been funded in the past have included: arts/cultural educational workshops at community centers, schools, senior centers, public venues; free performances, exhibits or cultural festivals; audio, video or electronic productions; oral histories, cultural research or plans; historical or literary publications or programs. Most importantly, projects have advanced the goals and objectives of the Albuquerque Cultural Plan.

All projects must take place within the Albuquerque city limits. Typical funding ranges do not exceed $50,000 per project. In the 2008-2009 cycle 44 projects ranging from $1,200 to $50,000 were funded for a total of $900,000. Expenditures of UETF awards for services shall not violate the New Mexico State restrictions of public donations to private entities. Also, projects should leverage other funds, in-kind or cash, and the services provided must be equivalent in value to the funding received.

After applications are submitted (May 30th, 2008, 4 pm) each one is reviewed by City staff and then forwarded to the UETF Committee for ranking and selection. Together, all of the selected projects become the UETF Program FY 2010-2011 that is included as part of the General Obligation Bond Program and Decade Plan. This entire Plan is sent to the Mayor, to the Environmental Planning Commission, and finally to City Council where individual projects may be modified, added or deleted before final approval.

Following notification of approved projects by Spring 2009 a contract will be drawn up between the organizations and the City. Projects may begin after the UETF funding is available October 2009, and the contract is approved.

Criteria for Funding Each application requesting UETF Cultural Services funding will be reviewed by the UETF Committee, which ranks and selects projects for recommended funding based on the following criteria:

  • Quality of Project (weight 30%) – Within the arts discipline or cultural expression proposed, the project is of high quality and will have an immediate impact on the audience or participants served. The quality of the organization—its history, reputation and ability to administer the project will be considered.
  • Impact on Community (weight 30%) – The proposed services provide arts and cultural programming, activities or events within the community, encouraging citizen involvement and utilizing public facilities. Educational and social opportunities are promoted through arts and culture, and are enjoyed by a substantial number of city residents and/or visitors or have a substantial impact on a target audience. Projects promote comprehension among participants. The project enhances an existing city-sponsored event or program.
  • Reflects Diversity (weight 9%) – Projects promote awareness or expression of multi-cultural diversity. Multi-cultural can mean any group that does not typically participate in cultural projects.
  • Relation to the Albuquerque Cultural Plan (weight 15%) – The proposed project must meet one or more of the Goals and Objectives in the Cultural Plan. Briefly, the updated Goals are: #1 Arts Education: Advocate for the best arts education for young people and families as a foundation for life-long participation in the arts; #2 Increase Opportunities for Involvement in the Arts; and #3 Secure Sustainable Funding for Arts and Culture.   • Fiscal Considerations (weight 16%) – The amount of funding requested is realistic and represents fair market value of services for dollars requested. The project has a favorable economic impact and leverages other public or private funds. Projects contribute to tourism and the economic potential of Albuquerque.
