Albuquerque/Bernalillo County Comprehensive Plan

Proposed update to the Comprehensive Plan - as of May 7, 2013

The City of Albuquerque and the County of Bernalillo* are proposing a joint update to the Albuquerque/Bernalillo County Comprehensive Plan, last amended in 2003.  Appendix D will incorporate demographic data that is now available from the 2010 Census, including population, housing and employment statistics.  The submittal also reflects changes to Activity Centers that have been adopted or recommended in lower ranking plans, such as area and sector development plans, and to Transportation Corridors. The City Council and County Board of Commissioners have final authority to adopt changes to the Comprehensive Plan.

At the March 14, 2013 hearing, the Environmental Planning Commission (EPC) recommended approval of the update to City Council.  The item (R-13-127) was introduced at the April 15, 2013 Council meeting and is scheduled to be heard by their Land Use Planning and Zoning Committee (LUPZ) on May 15, 2013 at 5 p.m. in the Council Committee Room, City Hall, 9th Floor.  You are encouraged to attend the meeting and comment on the proposed changes. Civic Plaza parking will be validated.

If you wish to submit written comments on the Comprehensive Plan Amendments (R-13-127) to the LUPZ Committee, please send them by Monday, May 13, 2013, to: Crystal Ortega, Clerk of the Council, Albuquerque City Council, P.O. Box 1293, Albuquerque, NM 87103, or cortega@cabq.gov

Procedural questions may also be addressed to Crystal Ortega.

The existing and proposed sections of the Comprehensive Plan are:

Proposed Maps

  • Revised Fig 30 dated 3/1/2013 Development Areas, Activity Centers & Transportation Corridors
  • Revised Fig 32 dated 3/1/2013 Activity Centers & Transportation Corridors

This is a first step toward a more complete update of the Comprehensive Plan that will include revisiting Goals, Policies and the Development Area designations.

Note that the current request will not change the underlying zoning of any property.  The request will provide up-to-date information to complement the policies in the Comprehensive Plan that guide public and private planning and investment in the metropolitan area.

The existing Comprehensive Plan and other City plans are available on our Publications page or as hard copies from the Planning Department.
