Environmental Planning Commission Hearing
The Environmental Planning Commission hearing for the East Gateway Sector Development Plan began on January 14, 2010. The Plan was introduced and public comments were taken. The hearing is being continued on March 4, 2010 at 3:30 p.m. in the Planning department Hearing Room, Plaza del Sol Building, 600 Second Street NW, Basement Level.

Opportunities for Review and Comment
The EPC generally holds two public hearings before sending their recommendations to City Council. You may present comments verbally at the hearings and/or send written comments to me or to Ramona Andrade for inclusion in the file.
Once the City Council receives the EPC recommendations from the City administration, a request for adoption will be introduced at a City Council Hearing and then scheduled for study at the City Council Land Use Planning and Zoning Committee. The committee will present recommendations to the full City Council. The Council votes and sends the final plan to the Mayor for signature. Verbal public comment is taken at Council Committee and full Council hearings.
You will have several opportunities to submit written comments.

East Gateway Sector Development Plan Contents
The East Gateway Sector Development Plan was initiated by Council Resolution R-06-18 to improve Central Avenue and other portions of East Gateway that were showing signs of disinvestment, piecemeal development, and an absence of community goals and planning.
The East Gateway Sector Development Plan recommends policies, programs, and public improvements for application throughout the East Gateway area. The Plan emphasizes a combination of public projects and new land use and design regulations for properties along Central Avenue, Wyoming, Eubank, and Juan Tabo Boulevards and on C-2 zoned properties inside residential neighborhoods. The Plan complies with and furthers many Albuquerque/Bernalillo County Comprehensive Plan goals.
The Plan’s proposed land use and design regulations are intended to enable East Gateway’s transformation into a community with conveniently located housing, employment, shopping, services and recreation served by multi-modal transportation.
The Plan does not rezone properties with residential, light manufacturing, or heavy commercial zoning established before this Plan. The Plan establishes four new SU-2 zoning districts to replace some existing zoning. SU-1 zoned properties may continue to develop with the uses assigned under the specific SU-1 designation for a property or may develop with the SU-2 zone uses also assigned to that property.
The Plan introduces variations on the City’s form based zones to establish a wide variety of building types and associated site development standards for new development and redevelopment in the four SU-2 zoning districts. The Plan also establishes general design regulations to address site, building and public right-of-way aesthetics and function. Most general design regulations apply to SU-2 zoned properties and other properties abutting area arterial streets. A few apply to other non-residential properties.
Plan Process
Architectural Research Consultants (ARC) and sub-consultants Glatting Jackson and RCLCO assisted the City Planning Department in preparing the East Gateway Sector Development Plan. The Planning Department and consultants conducted pre-planning focus groups, interviews and meetings to determine the scope of work. A public planning process consisting of large public meetings, workshops, neighborhood and business meetings and surveys was initiated in May 2008. The first plan draft was released for public review July 2009. The December 2009 EPC Plan draft incorporates changes resulting from community review and comments concering the first draft.
