This Sector Plan addresses issues identified by the Martineztown Neighborhood Association in their December 2006 letter to the Albuquerque Planning Department. Specific neighborhood issues were: incompatible land use patterns and existing zoning; flooding and drainage problems; inadequate sanitary sewer line capacity and condition; and, commercial and high speed traffic in the neighborhood.
The Plan area is approximately 548 acres bounded by Menaul Boulevard on the north, Lomas Boulevard on the south, the New Mexico Railrunner Express Railway tracks (NMRX) on the west, and Interstate 25 on the east.
The Plan will establish land development regulations and recommend capital improvements to preserve and protect the neighborhood’s historic residential core and existing commercial properties.
Kick off meeting and stakeholder interviews – Working committees were formed and composed of representatives from businesses, area property owners, and community activists. Stakeholder interviews were conducted and included one-on-one discussions and interviews. The results of the outreach are reflected in this Plan.
Advisory Committee - The Advisory Committee is a citizen’s group of volunteers from the neighborhood that: assessed current needs as defined by the neighborhood association; identified additional neighborhood issues; and, assisted in the development of this update to the 1990 Martineztown-Santa Barbara Sector Development Plan. All attendees at the initial public meeting held in June 2007 were invited to join the Advisory Committee.
Community Survey - After the Advisory Committee completed their identification and evaluation of capital improvement priorities, a survey was developed and mailed to property owners, business owners, and made available to renters within the plan boundaries. The survey listed 16 capital improvement projects and requested the respondent to rank the projects in order of importance. The respondents were encouraged to add additional projects. Approximately 2,000 surveys were distributed and 93 or approximately 5 percent were returned completed.
Business Owner Involvement - The area’s business owners and business property owners also provided input. They identified issues at two meetings held for the area’s commercial and service community. Issues noted by the Advisory Committee, possible solutions, and the results of the capital project survey were presented. Members of the business community were encouraged to discuss their concerns. Their inputs are also reflected in this Plan.
Focused Neighborhood Meetings – Five small area meetings were held to allow residents, property owners and business people who lived, worked or owned property in a particular section of the Sector Plan boundary to further explore and comment on zoning proposals.
August 19, 2010, city staff representing Storm Drainage, Transportation, Transit and Family and Community Services attended a meeting to address implementation and the Advisory Committee’s remaining concerns.
September 2, 2010, a community wide meeting was held at the Embassy Suites Hotel to present the updated draft.
October 16, 2010, a community workshop was conducted to review and comment on the draft.
November 16, 2010, a summary of feedback from the workshop was presented.

After analyzing the above community feedback, the planning team decided that the stakeholders in Martineztown/Santa Barbara would be best served by a more detailed evaluation of existing conditions. An extensive field survey of properties within the plan area was recently completed and areas with similar conditions were identified.
Meetings were planned for each of the areas however, due to low turn out at the first two, the planning team decided to instead send individual surveys to all property owners along with an invitation to the City of Albuquerque's report to the community in September.
Invitations and surveys were sent to each property owner of record on Monday August 22, 2011.
A public meeting was held September 19, 2011 to report to Martineztown/Santa Barbara residents the results of studies completed and current efforts to update infrastructure and zoning. The results of the zoning surveys were presented along with preliminary zoning proposals in response to the community’s preferences.

On January 26, 2012, the updated Martineztown/Santa Barbara Sector Development Plan (MTSB SDP) draft was submitted to the Environmental Planning Commission (EPC) for review and recommendation to the City Council. The plan proposes new zoning regulations and recommends capital improvements to preserve and protect the neighborhood’s historic residential core and existing commercial properties.
March 1, 2012, the EPC heard the case and recommended a 60 day deferral to May 3, 2012.

Copies of the draft Plan will be available at the City of Albuquerque Planning Department, 600 2nd Street NW, 3rd Floor from January 30, 2012 at noon, onwards.
The EPC generally holds two public hearings before sending its recommendations to City Council. You may present comments verbally at the hearings and /or send written comments to Madeline Carruthers for inclusion in the file. Once the City Council receives the EPC recommendations from the City administration, a request for adoption will be introduced at a City Council hearing and then scheduled for study at the City Council Land Use Planning and Zoning Committee.
You will have several opportunities to submit written comments. Written comments may be submitted up to two weeks prior to the next public hearing for inclusion in staff reports. Written comments may also be submitted in person the day of the hearing. Written comments received during and after a public hearing will be included in the case file to be considered at the next step in the approval process.

The second EPC Hearing for the Martineztown/Santa Barbara SDP will be on Thursday, May 3, 2012 at 3:30 p.m. in the Hearing Room of Plaza del Sol, 600 Second Street NW, basement level.
Update:
Planning staff will recommend a 30 day continuance of the Martineztown/Santa Barbara Sector Development Plan hearing scheduled for Thursday, May 3, 2012 to the following month on Thursday, June 7, 2012. The request is based on community groups' desire to finalize and submit a Memorandum of Understanding to the Environmental Planning Commission (EPC).
The March 2012 EPC hearing resulted in a 60 day continuance to allow community groups to enter into negotiations to address concerns regarding proposed zone changes.
Since the March, 2012 hearing, the Santa Barbara/Martineztown community groups has held meetings to negotiate and develop a memorandum of understanding that they would like to present to the Commission. The groups represented at these meetings include the Santa Barbara Martineztown Neighborhood Association, the Albuquerque Interfaith Group, and the Santa Barbara Martineztown Business Association. The City was not a part of these negotiations.
The above-mentioned groups reported successful negotiations and requested a continuance in order to conduct additional meetings to finalize their Agreement.
Staff believes that it is in the best interest of the community to grant additional time to allow the community to present their Agreement.
