Los Duranes Sector Development Plan Update

Councilor Debbie O'Malley sponsored a community planning effort to update the Los Duranes Sector Development Plan, which began in 2008. Bernalillo County is also participating in the update of this plan, as a portion of the plan area is within the county.

The purpose of the plan is to provide for growth while maintaining and respecting the existing rural character of the community and the agricultural traditions and settlement patterns that could otherwise be lost due to new development and urbanization.

Goals

  • The goals of the planning effort are to:
  • Maintain the rural character of the neighborhood.
  • Preserve and maintain the irrigated agricultural lands and acequias that still serve the area.
  • Protect the narrow roadways and traditional neighborhood street patterns.
  • Preserve access and connections to the Rio Grande.
  • Maintain and respect the ownership and traditional land uses of the older families.
  • Create guidelines and standards for new development that are in harmony with the neighborhood character.
  • Achieve a level of neighborhood ownership and excitement in the Los Duranes Sector Development Plan.
  • Produce a plan that is community driven.

The community selected and the City hired Community by Design Leaving www.cabq.gov, click for disclaimer, a planning firm based in New Mexico, to help meet the goals of the planning process.

Update at 4/16/12 - Council Process

The plan was introduced at City Council on Wednesday, September 7, 2011. The plan was reviewed by the Land Use, Planning and Zoning Committee (LUPZ) of the City Council on September 14, 2011, Wednesday, November 30, 2011, Wednesday, January 11, 2012 and March 14, 2012. On March 14, 2012 LUPZ voted to send it to the full Council without recommendation.

The Los Duranes Sector Development Plan (R-11-279) will have its first hearing before the full City Council on Monday, April 16, 2012 at 5 p.m. in the City Council Chambers, Basement Level, City Hall.

Council Staff has prepared a RedLine/BlueLine/GreenLine About PDF Files [pdf, 25.4MB] version of the Los Duranes Sector Development Plan for consideration as a floor substitute at the April 16, 2012 meeting. It reflects changes recommended by the Environmental Planning Commission not related to zoning of specific properties, content developed by Bernalillo County for portions of the Plan area outside of City limits, and minor edits recommended by Planning and Council Staff.

Opportunities for Review and Comment:

Public, staff and agencies have an opportunity to submit comments for consideration of the draft plan submitted to the City Council.

The public is encouraged to attend the Council hearings. You may present comments verbally at hearings and /or send written comments to the clerk of the Council, Crystal Ortega, for inclusion in the file. Written comments may be submitted up to two weeks prior to the next public hearing. Written comments may also be submitted in person the day of the hearing for consideration. Comments received after a public hearing will be included in the case file to be considered at the next step in the approval process.

EPC Process

On July 7, 2011 the Environmental Planning Commission forwarded a Recommendation of Approval to the City Council for the Los Duranes Sector Development Plan.
