Impact fees help fund major infrastructure associated with growth in Albuquerque. Builders of commercial and new residential buildings pay impact fees that represent a fair, proportionate share of the cost of the parks, roads, drainage facilities and public safety facilities necessary to serve that new development. The City of Albuquerque Planning Department administers the impact fee program.

On Thursday June 30, 2005, City Council amended and approved the Component Capital Improvement Plan (CCIP). The CCIP was signed by the Mayor on July 6, 2005. For more information, please see CCIP FAQ. The CCIP will be updated every two years. The most recent update was approved on Sept 17, 2007.
Impact fees are calculated at the earliest time of the development approval process, usually at application for building permit, and applicants pay the fee at the finalization of building permit approval. Resolutions were passed which established Council Policy Regarding Lower Impact Fees. These are based on Service Efficiencies, Reductions/Offsets Based on City Planning Policies and Impact Fee Waivers for Affordable Housing. These can be found at the City Council Impact Fees home page.
The Impact Fees Administrative Rules are Chapter 18 of the Development Process Manual (DPM) and indicate the administrative process by which the city assesses impact fees.
