PROJECT TIMELINE:

In June of 2007, a public meeting was held to obtain input and discuss concerns regarding existing conditions and future visions for Martineztown/Santa Barbara.

This meeting initiated the City’s process of updating the 1990 Martineztown/Santa Barbara Sector Development Plan.

We are pleased to report several major improvements soon to be completed in the plan area.  These projects include: a detention pond near Odelia and Broadway; storm drain improvements along Odelia; and improvements to the McKinley storm drain.  Consultant selection for engineering analysis of drainage improvements along Mountain Road is underway.

An analysis of traffic counts along Mountain Road has been conducted by a local engineering firm and a separate report describing conditions and potential improvements of Mountain Road from Broadway to the I-25 Frontage Road has been generated by the Department of Municipal Development.

The draft of the plan is underway, most studies have been conducted, and capital improvement projects are being prioritized by the neighborhood.

We expect the Environmental Planning Commission to hear the case this summer.

PROJECT DESCRIPTION:

The Planning Department will update the Martineztown/Santa Barbara Sector Development Plan (adopted in 1990) in collaboration with neighborhood representatives.

At the public meeting, the issues of greatest concern were: zoning that does not reflect current land use; flooding and drainage problems; and traffic congestion on Mountain Road.

The update will address these matters as well as neighborhood prioritized capital improvement projects.

Sites Southwest L.L.C. has been chosen to assist the Planning Department in updating the current plan.

PLAN BOUNDARY:

New Mexico Rail Road Tracks (west), Menaul Boulevard (north), Interstate 25 (east) and Lomas Boulevard (south).

PUBLIC MEETINGS:

The first public meeting initiating the plan was held in June 2007.  At the meeting, the participants wishing to serve on an Advisory Committee provided their information to City staff for future meetings.

The City and the consultant team have held six meetings with the Advisory Committee.

An additional meeting was held with a subgroup of the Advisory Committee to focus on community service requests.

The second public meeting will be scheduled in July 2008.

STATUS AS OF JUNE 2008:

The City, along with the consulting firm, is developing options for possible zoning modifications to present at the next public meeting.

We are also evaluating requests received from the neighborhood regarding capital improvement projects.  A letter mailed and flyers distributed to property owners, business owners and renters call for participation in ranking the projects.

We will send notice of the next public meeting after the projects are ranked and various zoning scenarios are ready for presentation.
