Notice is hereby given that the City of Albuquerque, New Mexico proposes to present a draft of its Amended Citizen Participation Plan at a public meeting to be held on Monday, August 17, 2015 at 5:30 p.m. The Public Meeting will be held at Los Griegos Health and Social Services Center, located at 1231 Candelaria NW, Albuquerque, NM, 87107, (505) 761-4050. The City of Albuquerque has established a Citizen Participation Plan to provide opportunities for citizen involvement in the process of developing and implementing the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program (HOME) and Emergency Solutions (ESG) Program and other HUD programs as may be administered by the U. S. Department of Housing and Urban Development (HUD). The Citizen Participation Plan outlines when, where and how citizens may access information, review and comment on major community plans and comment on progress of funded activities under these programs.
A 15-day public comment period will begin on Tuesday, August 18, 2015 and ends on Tuesday, September 1, 2015, at 5:00 p.m. All residents, property owners, persons with disabilities, immigrants, seniors, low-income, children and youth, homeless persons, and other stakeholders of the City of Albuquerque are encouraged to submit written comments or questions regarding the proposed Amended Citizen Participation Plan to Valerie Bargas, Community Development Manager, Department of Family and Community Services, located at Old City Hall, 400 Marquette NW, 5th Floor, Room 504, Albuquerque, NM 87102 or e-mail at [email protected]
Changes to the Citizen Participation Plan include, but are not limited to: restructuring of Albuquerque Citizens Team (ACT) composition, number of members and selection process; recommendations for plan approvals, progress reporting, proposed funding priorities and meeting schedules are proposed to shift from the ACT to the Department of Family and Community Services’ Community Development Division; criteria for substantial amendments to the Consolidated Plan/Action Plan (adding, deleting or shifting $750,000 or 20% or more of the approved funds, whichever amount is less, from one eligible activity to another; the introduction or removal of a project to current action plan, valued over $75,000; clarification on program income; and establishing a 30-day comment period following publication of the proposed substantial amendment); addition of statement regarding Technical Assistance to low-income representatives needing assistance to develop proposals; addition of statement regarding the City’s Anti-Displacement Policy; and, process for amending the Citizen Participation Plan.
Copies of the proposed Amended Citizen Participation Plan and current Citizen Participation Plan are available on the City of Albuquerque Department of Family and Community Services’ website under the “Publications” heading. A reasonable number of copies are also available at no charge at the Department of Family and Community Services, Old City Hall Building, 5th Floor, Suite 504, 400 Marquette NW, Albuquerque, NM, or the Office of Neighborhood Revitalization at 700 Fourth Street SW, Albuquerque, NM, 87102. The proposed Amended Citizen Participation Plan and current Citizen Participation Plan may be provided in alternative formats (i.e., Braille/large print, audio tape) for the disabled and may also be translated into Spanish for limited-English proficient (LEP) Spanish speaking persons, upon request.
All residents, property owners, persons with disabilities, immigrants, seniors, low-income, children and youth, homeless persons, and other stakeholders in Albuquerque are invited to review the updated plan and comment on it in writing, until 5:00 PM on Tuesday September 1, 2015. After receipt of public comments from the 15-day public comment period, the City of Albuquerque will address each comment in writing and will submit all comments and responses in its formal submission to HUD on or before September 4, 2015.
