The City of Albuquerque provides annual grant assistance through City general funds and entitlement funds received from the Department of Housing and Urban Development.

We work with HUD as part of our continuing objective to assist Public Service agencies, eligible construction activities, affordable housing development, and emergency homeless shelters that serve low-income and moderate-income city residents.

Request for Proposals for Social Services and Behavioral Health Services for Fiscal Year 2018

RFP Number: RFP-DFCS-HHS – 16-01 Request for Proposals for Social Services and Behavioral Health Services for Fiscal Year 2018

The Department is soliciting innovative and effective proposals from qualified non-profit organizations interested in providing services for populations in need of the following specific social services:  (1) Support Services for the Persons Experiencing Homelessness, (2) Crisis Services to Children who have been Abused, Neglected, and Abandoned, (3) Food Distribution Services to Persons Experiencing Homelessness and/or of Low to Moderate Income, (4) Prevent and Reduce Youth Participation in Gangs (5) Provide direct services to the Urban Native American Indian Population, and (6) School-Based Substance Abuse Outpatient Treatment Services for Middle School-Age Youth.  

There will be a Mandatory Pre-Proposal Meeting, Wednesday, October 19, 2016 at 1:30 pm, in the City Council Committee Room, 9th Floor, New City Hall Building.

Sealed proposals will be received in the office of the City Clerk of the City of Albuquerque, 600 2nd NW, 7th Floor, Room 720, Albuquerque, New Mexico, 87102 until 4:00 pm local time on Friday, November 18, 2016.

Complete RFP packets will be available beginning Monday, October 10, 2016, through Wednesday October 19, 2016, between 8:00 a.m. and 5:00 p.m., at the City of Albuquerque, Department of Family and Community Services, 5th floor, Room 504, Old City Hall, One Civic Plaza, Albuquerque, NM 87102.

The Department of Family and Community Services is opening an RFP for agencies to operate our emergency winter shelter.

Advertisement for Request for Proposals

The City of Albuquerque, Department of Family and Community Services, hereby requests for proposals to provide (1) Winter Shelter Services and Emergency Van Services for Homeless Men, Women, and Families, and (2) Housing/Rental Assistance First Model for individuals experiencing homelessness.

Complete copies of the Request for Proposals packets can be accessed below or available beginning Monday, December 5, 2016, through Wednesday, December 14, 2016, between 8:00 a.m. and 5:00 p.m., at the City of Albuquerque, Department of Family and Community Services, 5th floor, Room 504, Old City Hall, One Civic Plaza, Albuquerque, NM 87102.  

There will be a mandatory pre-proposal meeting on Monday, December 19, 2016 at 1:30 p.m. for entities interested in submitting proposals in response to this solicitation.  The City will hold a meeting concerning the Request for Proposals in the Department of Family and Community Services’ Conference Room, 5th floor, Old City Hall, One Civic Plaza, Room 504, Albuquerque, NM 87102.

Respondents must submit their proposals no later than 4:00 p.m. local time, Friday, January 13, 2017.  Proposals may be hand delivered to the Office of the City Clerk, Plaza del Sol; 600 2nd Street NW, 7th Floor, Albuquerque, New Mexico; or they may be mailed to Office of the City Clerk, P.O. Box 1293, Albuquerque, NM 87103.  The City will not consider proposals received after 4:00 p.m. local time, Friday, January 13, 2017.
